The legislature passed a law in 1915 to keep our supreme court non-political, at which time Justices Potter, Beard and Scott, all Republicans, composed this court. Justice Scott died in 1917 and the governor ap- without opposition. Justice Beard died in 1920 and the governor ap- pointed a Republican, Ralph Kimball, to fill the va- cancy. Justice Blydenburgh died in 1921 and the gover- nor appointed a Republican, Fred H. Blume, to fill the vacancy, which again made our supreme court all Republican. Justices Kimball and Blume are candidates before the voters at the Navember election to succeed them- selves. Justice Kimball is practically certain of elec- tion because his opponent,, ex-Supreme Court Justice Groesbeck, is incapacitated for the office by reason only of positive deafness. Justice Blume is opposed by a Democrat, Judge V. J. Tidball, who at present is judge of our district court at Laramie. The law provides for the election of judges of the supreme and district courts “regardless of political affiliations.’ The spirit and purpose of this law is violated as effectively by a “political” appointment as by a partisan election.
