The Winslow Bill authorizing the War Finance Corporation to sell $500,000,000 worth of railroad se- curities owned by the Government and turn the proceeds over to the railroads without security, was actively supported by Frank W. Mondell whose speech on the subject appears on page 5480 of the Congressional Record for August 22, 1921. The record vote taken on the same day, (page 5494 Congressional Record), shows that Mr. Mondell voted FOR this unsecured loan of public funds to the RAILROADS. On the same day a bill, “to provide relief for the producers of and dealers in agricultural products,” by au- thorizing the Federal Government to purchase $100,000,000 worth of farm loan bonds so as to provide the funds to enable the Farm Loan Board to extend credit to farmers, was voted on in the House, (page 5448 Congressional Record). Mondell voted NO, and the bill was defeated. Mondell voted FOR the RAILROADS and AGAINST the FARMERS.
