EXPERT TELLS CONGRESS Will “Seriously Retard” Proper Development of Merchant Marine, Says WASHINGTON, May 10.— Creation of a privately owned merchant marine by means of government subsidies is im- possible, Phillip Manson, New York, president of the Pacific and Eastern Steamship company, de- clared today before the joint congres- sional hearing on the administration ship subsidy bin. He asserted that subsidies would not only fail to create a merchant marine but would “seriously retard” its proper develo» ment. “AN that subsidies will do,” Mr. Manson said, “will be to increase and perpetuate the dishonesty and ineffi. ciency that pervades American ship- ping and add to the private fortunes of ship owners.
