There are still some who believe that if a man has made a success of handling large sums of money in large enterprises, thus giving em- ployment to large numbers of men, the best way to keep things going is to tax the successful man so heav- ily that he will either haye no surplus with which to expand his undertakings or will be so thoroughly dis- couraged that he will retire from business and invest his savings in non-taxable securities, leaving the man- agement of business to men who have not demon- strated ability to conduct affairs effectively.
