Sag Rea Ae “OF GERMANY IN SCORE OF YEARS, SAYS FOSS BERLIN.— (Correspondence of the Associated Press.) —The former Ger- man emperor is termed superficial, a gambler, ‘‘a dilettante of the worst kind and the worst enemy Germany has had since 1902,” by Vice-Admiral Foss in his revelations entitled, ““Dis- closures About the Breakdown.” The vice-admiral charges that the emperor let things drop that he had espouse passionately after he had lost inter est in them. In his conviction that he understood everything the former emperor, he says, went so far as to participate in a contest arranged by the navy department for plans to con- struct an armored cruiser. The vice-admiral ascribes the break- down of the fleet to lack of decision and civilian courage among the offi- cers, lack of discipline and forgetful- ness of duty, even undeniable coward- ice. Vice-Admiral Foss gives as the causes of war, first, the “peculiarity of the German people,” second, that cf the emperor and third, the huge power in the hands of the emperor.
