HENRY WILLIS RETURNS FROM WAR HOSPITAL Entirely Recovered from Wounds Received at Chateau-Thierry, First Great Stand of Ameri- cans in France. Wounded at Chateau-Thierry, the! battleground on which Americans first established supremacy over the sermans, and convalescent since last July in hospitals in France and Amer- ica, Henry Willis of the 109th in- fantry reached home this week, glad to shake off the shackles of military duty and rejoin his friends. In com- pany with Fred Mower, also of Cas- per,’ who was injured in a railroad accident in France and went the rounds of the various hospitals at the same time he was transferred, Willis reached Cheyenne and was discharged from Fort D. Russell on Tues- day of this week. Willis saw eight months service as a member of the A. E. F. On! July 24, last, when the French were retreating before the Germans, Willis’ regiment was among those assigned to stem the tide of German invasion at Chateau-Thierry. Two days they fought in the open, not only con- quering the Huns but driving them back, and after a rest of a few hours were sent back into the line. Willis! received a shrapnel wound in the right hip on July 28, at the close of a brief period of active fighting that! wrote one of the most briliant , pages into the history of the war. Willis recalls also the work of a regiment of Alabama fighters who were sent into the front lines as a matter of punishment under military discipline, and who distinguished | themselves by continuing an advance to successive objectives. On July 29 Willis was removed to field hospital No. 112 and two daya| later reached the base hospital at} Nantes. Here he recovered slowly and upon becoming convalescent was} assigned to guard German prisoners in the hospital. Here, also, he met Camden Sheffner, who was in another of the base hospitals in the same city recovering from wounds, Willis was invalided home from France on February 5 and arrived at Newport News on the 18th. It shall be unlawful for any person, owner or controller, to leave or dump any carcass or dead animal in what is known as the City Dump. All carcasses or dead animals must be buried by the person haul- ing them, by the owner or controller, at _a sufficient depth to not cause any offensive odors. ; Section 3. The dump manager or man in charge of the City Dump will; have complete control over the City Dump, and may establish rules and regulations how the garbage and other substances must be dumped. Section 5. The City reserves the right, and shall have the power to let contracts for the entire work, or contracts for parts thereof, in sepa- rate and specified sections. All bids for the grading, constructing cross walks, and curbs shall be made up on uniform proposals and shall re- quire in addition to the general bids “| the prices per cubic yard for grading, -jeosts per square yard for laying cross walks and the price per linear foot for constructing curbs which pic shall. be specified in the con- ct and any reduction or addition to the amount to such calculations in spportioning the cost of grading, con- ting cross walks and curbs shall be made upon the basis of such costs. This ordinance shall take effect and be in force ten days from and after its passage, and the City Clerk shall post and publish the same in the Casper Daily Tribune in manner and form required by ordi- nanee.
