The Morton con- cern did a little work, but proved un- able to carry out the main project. By virtue of the rights which had} been granted to it, however, it man-} aged to retain control of the project} for a number of years. In the mean-| time settlers who had taken up claims} under the project, early provision of water in accord- ance with the terms of the contract with the Wyoming Central company, in many instances “‘starved out,’”’ los- ing their entire resources, Other set- tlers managed to weather-the--long period of hardship and discourage-| ment and obtained patent to their: claims. It is the rights of these set- tlers which shall be recognized and protected by the federal government. Eventually the grip of Morton and his associates on the essential water- rights, reservoirs, etc., was broken and these properties passed to the te of Wyoming.
