He says: “Feinting with their right at Diest und diverting to some extent the at- be tention of the Belgian field army cen- tered on Louvain, the Germans, are now signaled as marching directly on ~ Brussels by way of Huy and Jodoigne. This raiding force is believed to con- sist mainly of cavalry and artillery, including the much feared motor quick firers, # “These troops are in imminent dan- ger of being cut off from their base at Liege, but the day of desperate deeds has dawned for the German fatherland and the occupation of the Belgian capital is just the sort of spec- % tacular coup, utterly barred from a strategic standpoint, calculated to kin- dle enthusiasm across the Rhine. “In this peaceful city it is impos- sible to realize that the enemy is only a long. day's march away.” Great Battle On. London, Aeg. 18.—The Daily Ex- press says: “There is little doubt that a great battle is now occurring on the Belgian frontiers between the Germans and the Belgian and French allies. “Our correspondents in a cryptic dispatch from Ghent, indicate that the Germans are advancing on the his- toric battle ground of Waterloo end that events of the greatest import- ance are in progress.” A Brussels dispatch to the Daily Mail says: ‘Sharp ‘fighting has been in progress since Monday morning.” A Reuter dispatch from ‘Brussels ways: “The seat of government has*been -»doved to Antwerp. Measures have LY ‘ been taken for the defense of Brus- i sels because of the approach of Ger- man cavalry.” Fifteen Miles From Brussels, Paris, Aug. 18.—After remaining vir- tually inactive for two days German cavalry, recently repulsed by the Bel- gians, undertook new offensive opera: tions against the Belgian front. It was evident that the Germans were awaiting re-enforcements, When these arrived they proceeded in the Cirection of Wavre, a town fifteen miles southeast of Brussels. Moring this advance the Germans encountered the fire of the Belgian oOuiposts and after a, number of skir- mishes the German offensive move: ment was stopped. Japan As Guard Only. The United States, it became known after Baron Chinda’s call on Mr. Bryan, does not intend to be drawn in any way into the controversy, regard- ing it as a matter purely between Ger- many and Japan. Brussels, Aug. 17.—As a result of a series of careful aeroplane reconnais- sances, it is believed by-the Belgian leaders that the main part of the Ger- man army is now concentrated at Lux- emburg. The German plan, revealed in the latest troop movements, indicates an approaching attempt to break through the center of the French line and deal a crushing blow at the most vital spot in France. Can’t Stop Germans. ; London, Aug. 17.—-Despite repeated repulses, the German battalions “con- tinue to move forward for a decisive eneounter, which cannot be delayed much longer. While’ there ‘has been a lull in the fighting in northern Belgium, the in- vaders are sweeping along the valley of the Meuse, south of Namur, end have reached Dinant, where part of a strong force established behind that town took the offensive and defeated them. Entire Front Moving. The foltowing official statement has been issued; ‘A. forward. movement developed all along the front from Rechicourt (Rixingen), in Lorraine, eleven miles southwest of Saare- bourge, to, Sainte Marie aux Mines. We carried the latter and advanced into the region of Saint Blaise.” Chinese Army Gets Ready. Pekin, Aug. 17.—Copies of the Japa- nese ultimatum to Germany have been handed to the Chinese government and the foreign legations. As it is not considered likely that Germany will comply with the Japa- nese demands, preparations are pro- ceeding for a campaign by force of arms. The British regiments in China have received instructions to hold themselves in readiness for transpor- tation. ’ German Plans Working Out. Berlin, Aug. 15.—The German ad- vance is proceeding as planned. What- ever losses the army has sustained in the operations on the French borders and in Belgium were, expected. The German forward movement con- tinues along the very lines selected by the general staff. It was expected that there would be losses, but the very fact that the forward movement pro- ceeds and that the army is pushing on toward Paris shows that the claims of great German disasters are un- founded. French and Belgian prisoners of war are being sent to the concentration camps. No details of the army posi- tions are known; and the information regarding the fighting already in prog- ress is confined to meager official bul- ietins in which facts concerning forces engaged and positions attacked are withheld. March Toward Brussels. Brussels, Aug. 15.—That a general 3erman forward movement-is in prog- cess all along the line, with Louvain, Waterloo and Brussels as the objec- tive, was indicated. Good Roads Committee of Bates County Federation of Commercial Clubs met at the court house, August 7, 1914, at 4:00 p. m. Meeting called to order by Frank Mabbott, secretary. J. A. Flammang appointed secretary. Members present were: Frank Mabbott, Rich Hill; Dr. H. M. Cannon, Butler; W. A. McBurney, Amsterdam; Fred Barton, Amoret; G. L. Brayton, Worland; J. A. Flammang, Butler. Each member related plans his club was using for betterment of roaus in the vicinity.of his town. Plans for Good Roads Days dis- cussed and the following resolutions were adopted: Whereas, The Governor of this, State by proclamation has set apart two days, viz: . 18th and 19th of Aug- ust, as Missouri Good Roads Days, and has asked that every able-bodied citizen refrain in so far as possible from following his usual occupation and labor on the public highways of the State. : Resolved, That this committee heartily endorse the action of the Governor in this action’ and urge ~ every citizen of Bates County to fol- low his request, and further, Resolved, That it is the opinion of this committee that it is the intention of the Governor to have particular attention paid to the through thorough- fares and State highways, in ever county, therefore, the committee es- pecially ask that those living on or jnear the county seat or to county seat highways in their county do all in their power to the benefit of these highways, and further. Resolved,. That if the dry weather continues, grading of dirt roads will be impractical, therefore, we ask that the labor on the highways be expend- ed in cutting weeds and ‘brush, put- ting in or repairing bridges and cul- vert, fixing the earth approaches to bridges, blasting: rock in the road, making ditches at rocky places, etc., etc. There are a great number of places where each of the above good road works can be done in each town= ship, and nothing would be of more ‘help to the convenience of the travel- ing public, and the appearance of the. road, and further Resolved, That the Commercial ‘ment, in Oregon.
