THAT HIGH SCHOOL PROPOSITION. The qualified voters of Butler school district will be called upon next Monday to vote on the propc- sition to issue twenty thousand dol- lara in bonds to build and farnish a new high school buildiog, to be le- cated upon the Washington or West school bullding grounds. That Butler needs a modern High School bulldivg separated from the ward buildings, is pretty generally conceded. But the public, like indt- viduals, need a great many things that can be worrled along without natil the psychological moment ar- rives when those needs can be rea- lized. We have grave doubts about this being the time to ask the people of this district to contract a further debt of $20,000 when there is already a bonded debs of $11,500 on the district, $1500 more than was voted for ‘the north ward building, al though we were assured at the time vhey were voted that with the spec- fal levy 1s would take only a few years to wipe ft out. The four upper rooms at the west school building have been for anum- ber of years used for the High School, and while the quarters are cramped, they seem to have gotten along very well, There’are two vacant rooms nt the east school building, but we jo not belleve it practical to send any of the grades from the extreme west end of the district to the east end, This year the school enumera- sion 1s decreased nearly two hun- dred and the ordinary individual ean not understand the pressing and Imperative demands for a high school building atl at once. A public school building should provide for the future, as well as the present, and a preposition that re- quires the expenditure of a vast sum of money should be carefully coneid- ered, thoroughly discussed and fully matured, all of which essentials have been neglected in this proposition. The school board floundered from one proposition to another in amaz ing rapidity and ou the very evening this proposition was matured, one to bulla ward building for much less was adopted and then reconeld- ered. The amount asked should build a modern structure in every detail to meet the requirements of the school for years to come, and yet aasite ts selected which fs not on a eewer line and from which 1¢ would be absolutely impossible to make proper sewer connections with the city system. That fuct alone, if no other, should be good reason to vote down this proposition, SHOULD TAKF THE INITIATIVE. We call attention to the report of; the County Board of Visitors, pub-| lished !n another column his is »| non-partisan board, composed of! practical men and women, appointed by the county court, whose duty itis; to inepect and report the actual con-! ditions of the various county Instl-; tutions. ‘rhe report shows & eahecnen> dition at the poor farm, but one which, the members frankly admit, can not be wholly remedied under theconditions ae now exist Theold building 1s wholly inadequate for the use, absolutely devoid of sanitary arrangements, and the walls of the old wooden structure infested with! vermin that only the torch would! thoroughly eradicate. The board’s recommendation, that & new, modern fire proof structure be| erected, is a good one and will meet | the hearty support of every human-' {tarlan. Bates county is wealthy} and her people progressive, patriotic | and willing to assume the burdens | that belong to them and that, too, before outside {1 fluence is exerted to ; compel them. | It has been suggested that an ex- penditure of at least twenty thousand dollars {s necessary to arrange for! the proper and humane care of our, paupers. That a slight tax ofabout | five mills on the dollar for three or] four years would raise the money | and would not prove burdensome on any one. The time has come {n our progres-! sive civilization when we arecompell-! poor, and we can not shirk our re-| sponsibilities. The whole state is be- ing aroused to the importance of this step and we should take the initia- tive. Barney Sheridan has retired from the Kansas City Post after an eight months’ stormy though brillant campaign to establish a Democratic Journal in Kansas City, the need of which fs so sadly felt in Western Mis- sour! and Kansas. That it is the best field in the United States for a strong Democratic daily paper there 1s little doubt, but it requires a big capital to successfully establish and matntain a big metropolitan paper and a country editor is endowed with most everything else but that re quisite. The public is sssured that the gentlemen who havesucceeded Mr Sheridan are financfally able and will make the Post a great paper. They contemplate among other !mprove- ments putting ina big Sunday edi- tion. The people of this section will support a Democratic paper at Kan- sas City, that will cover the field as a newspaper and stand for pure, unde- filed Democracy.
