Palmer, the National Demo cratic nominee for president, was military governor of Kentucky, and just before the August election of that year issued the following order, which, if enforced, would bave prac tically disfranchised rearly every Democrat or Southern sympathizer in the State. After reciting the causes for issuing the order in a lengthy and vituperative preamble, | he classes those who are to be dis qualified under four sections, viz: | 1 All rebel soldiers, whether pa roled or not, aud without regard to the fact that they have or bave not taken any of the oaths prescribed by ! The Republicans have been claim- ng Iowa by all sorts of majorities a8 printed in a paper that bolted the Chicago platform, and is doing all it Mr. Bryan, substantiate Chairman Jones’ figuics. Writing from Des Moines, some days ago, Mr. Creelman said he kad bad access to the returns from a pre liminary poll of Iowa, made under the direction of the republican state committee, and that it showed, in two-thirds of the districts canvassed, a republican bolt of 30,000. ‘The democratic defection to offset this was only 10,000, and this was a liberal estima‘e. The 32000 populist votes in the State must, of course, be reckoned in favor of Bryan. The World’s cor reapondent summarizes his estimate of a democratic victory in Iowa this fall in the following convincing fashion: “Last year the demceratic and populist vote amounted to 181,000, and this year it is absolutely united and will be increased. The republi can vote was 208,000. This would leave a republican majority of 27,000 to be overcome. “The prohibition vote will be about 10,000 this year, and at least 7,000 will go to Bryan. “I am willing to concede that the bolting democrats will number 12, 000, and that 7,000 of them may vote for McKinley direct. “But take the 30,000 bolters from the republican party and add them to the united strength of the demo- crats and populists and what chance has McKinley got to win?” This estimate of the World’s cor respondent gives Iowa to Bryan by 27,000 majoritv, and is only 3,000 short of the figure given out by Chairman Jones —Kaneaz City Times. He en deavored even before his inaugura | tion to office to stop the ecinage of silver do!lars and afterwards, and to the end of his administration per sistently used his power to that end. He was determined to contract the circulating medium and demonetize one of the coins of commerce, limit the volume of mosey among the people, make money scarce, and therefore dear. He would have in creased the value of money and di minished the value of everything else—money the master, everything else the servant. He was not think | ing of ihe poor’ then.
