7 OR amas DRIVEN TO CONFESSION. Murderey A Belgian to Punishment Voluntarily. New York, Aug. 20.—A wealthy merchant name: leal 18 mur- dered in Belgium Jast March at Langerberg, new Ghent. on the banks of the Canal Ternensen, his skull being crushed. He was robbed of 300 francs and his body flung in the water. The murder was a mys- tery to the authorities. Light was first thrown on the tragedy August 25, at New Orleans, La., when a black haired, swarthy fellow, who looked like a tramp, delivered him- self up to the representative of the Belgian government and declared that he was the murderer. In a sworn confession before a notary he said his name was Jean Francois Steyart, and that he had murdered the merchant expecting to realize a big sum of money and had thrown his body into the canal. He then fled to America, and after being in New Orleans a few weeks his con- science troubled him so much that he had to make a clean breast of it. He wanted to be sent back to Bel- gium for trial. The Belgian consul at New York was at once communi- cated with, and the murderer, who was in the custody of the officers, was sent to New York. United States Deputy Marshal Bernhar, in behalf of the Belgian government, met the party in Jersey City on the arrival of the Cincinnati express on the Erie, and the prisoner, on pre- sentation of the necessary papers, was handed over to him. Steyart, who is 36 years old, pre- sented the appearance of athoroughly broken down man. His clothes were ragged, and he carried with him the clothes of the murdered man to be used against him as evidence at his trial. Being asked if he knew the penalty he would suffer for his crime, he said he did—it was im- prisonment for life, as capital pun- ishment was not in vogue in Belgium. He was resigned to his fate, and was unable to endure the tortures of his conscience. He was taken to a steamer which sailed for Europe to-day. Harrison’s Awkward Record. At the regular August meeting of Indinanopolis district assembly No. 106 the following preamble and res- olution were passed as the sentiment of the K. of L. of the district in re- gard to Mr. Harrison’s antagonistic attitude to labor, and their determin- ation to work for his defeat in Nov- ember. District 106 includes the territory within a radius of fifty miles of which Indianopolis is the center: Waenreas, We are enjoined by our order to support at the polls, our friends and punish our enemies, and Wueareas; Benjimen Harrison, in the following manner, has antag- onized the order of K. of L., to-wit: He voted against the bill to exelude the Chinese while our general assem- bly at Richmond declared unequivo- cally against Chinese immigration and demanded abrogation of the ex- isting treaty. He voted against the bill sanction- ed by this order to place the letter carriers under the eight hour law. In 1887, while attorney fora rail- way interested in the failure of the strike of that year he assumed to act as arbitrator, thus going to the laboring man with fair prom the same time being in ihe employ of a leading antagonist. While acting as railroad attorney, he acepted the position of United States senator and aided the passage of lawsin the interest of his employes. Therefore, be it ; Resolved, That we reaffirm the teeling of a district expressed by the labor organizations of the state dur- ing the senatorial contest two ve. agoand pledge ourselves to use every honorable means in our power to secure the defeat of said Benjimin Harrison at the polls in November next. ars The new steamer—the City of New York—is no ordinary canoe to be manned by two boys.
