Edgar Hoover said Friday that federal agents had arrested Arnett A. Booth at Huntington, W. Va., on charges of demanding $50,000 for the release of Dr. James I. Seder, 79-year-old form- er minister who was kidnaped from} his Huntington home Nov. 1. The director of the federal bureau of investigation said Dr. Seder was physically exhausted when found Thursday near an abandoned coal mine several miles outside of Wayne, W, Va.
