The management of the fifth dis- trict WPA, however, was continuing some projects in operation, so that persons who want to work, in prefer- ence to losing two days’ time, have opportunity to do s0. Workers who voluntarily quit their Jobs, in strikes or demonstrations, can- not make up the time lost, the WPA explained. The strike was called at a mass meeting Wednesday night, in protest against alleged refusal of the WPA management to consider grievances submitted by the union groups and in support of demands that the 544 sec- tions be recognized as sole bargaining agents for WPA workers; that there be no further layoffs of WPA workers and that, in view of increased living costs, WPA wages be increased to 75 cents an hour for unskilled labor and to union scales for other workers. Even before the present rumpus, Japan has penetrated into five pro- vinces in northern China, And unless Chinese here as well as in their native country rouse themselves and unite, she says, their wealthiest provinces will slip through their fingers.
