Brown, who expects to be back in Washington next Wednesday and have the new year's program under way before school opens this fall, said his survey through the various states gives him a first-hand picture of the “tragic condition” which the program will try to meet. Drouth Hurts Youth As the result of the drouth condi- tions through these states, he said, many youths who had planned to go to school would be unable to do 80 without the NYA program.since there is no crop to provide family income. “We definitely anticipate an in- creased budget this year with which to enlarge the work program for "| projects and youth relief,” Brown re- ported.
