4° WORLD CEASORING OF MOTION FILMS Addresses Encyclical Letter to Bishops; Urges Boards of Review oe City, July 2.—()—Pope Pius Thursday ordered a world cen- sorship on movies under the direction of his bishops. ‘The order was issued in an encycli- cal letter addressed directly to the bishops and archbishops of the Roman Catholic church in the United States. The church head also ordered the bishops throughout the world to ob- tain from the Logs annually re- mewable promises “ abstain from witnessing bad ‘films It was the first time in recent years the Pope has published an en- cyclical addressed directly to Ameri- can bishops. His holiness ordered the establish- ment of motion picture review of- fices under the supervision of the bis- hops and said these officers would in- form laymen what pictures:they may or may not see. The encyclical was entitled “vigi- lanti Cura.” It was addressed to the American bishops because they took the lead in movie censorship. It in- vited the bishops of the whole world to follow their example. The Pope ordered that a permanent national reviewing office be set up in each country and suggested it be en- trusted to the headquarters of the Catholic action organization and de- Pendent on the bishops. He urged the exchange of informa- tion between the offices in all coun- tries to “achieve a unit outlet in the judgments and communications ap-| pearing in the Catholic press of the world.” The pontiff urged that bishops ap- peal to the Catholics connected with motion picture production, saying the influence of these Catholics “has not always been in accordance with their faith and ideals.” The Pope declared: “People who, in time of repose, give themselves di- %) versions which violate decency, honor, or morality and to recreations which, especially to the young, constitute occasions of sin, are in grave danger of losing their greatness and even na- tional power.” Morton County Scene Of Utilization Survey Lincoln, Neb., July 2.—(#)—Land utilization surveys are progressing satisfactorily in sample townships in Nebraska, North Dakota and South Dakota, Frank T. Hady, an. assistant regional resettlement administration director, said Thursday. Surveys are under way in five townships in Mor- ton county, North Dakota, and 5% townships in Perkins county, South Dakota. The areas are being mapped for contour, soil and other features to establish methods of larger areas-and of planning adjust- ments. HE BISMAKUK 'TKIBUNE, Old Days in Notes of ee George 4. Mathews of Los Angeles and Charles Carothers of Santa Ana, Calif., have both sent their regrets at their inability to attend the Pioneer Days celebration opening in Bismarck Friday. Carothers, “baby” of the state con- stitutional convention, said in part: “While I have not lived in Dakota territory for many years the memor- ies of the pioneer days are a pleasure to the. I have great confidence in the future of the state and have watched with interest and satisfaction the great progress and development made under the constitution, in the mak- ing of which I had the honor of par- ticipating. Congratulations from the youngest member of the constitutional convention.” Mathews, in a letter to Governor Walter Welford, said: “I am truly grateful to have been remembered. by you as one of the territorial pioneers who had some small part in the history of Dakota territory, whose founding you will celebrate at Bismarck on its 75th an- niversary, July 3 to 5. Would Like to Come _ “Nothing would give me greater pleasure than to be present and par- ticipate with you and the people of North Dakota in the festivities and of that festival. “Unfortunately, I am so situated, with an invalid daughter in my sole care who requires my constant pres- ence, that it is impossible to accept your very kind invitation. ( “I cherish very pleasant memories of the people of Bismarck and the state, though I would meet very few fam- iliar faces were I to return now. Time has taken a heavy toll of the men and women whom I remember, for I left Bismarck the last time at the close of 1887, where I was made president of the council by the votes of the North Dakota members thereof. It was a body of young, able and ambitious men, many of whom in after years became prominent in the polltical af- fairs and history of both North and South Dakota, holding the Mend “4 governor, judge, senator and U. congressman with honor to their sate and credit to themselves. Were Fine People “If I may say @ word as to the gen- eral character of the Dakota pioneers, I would speak of them as a group uf people representative of the best ele- ments and highest intelligence of our population from almost all our states.
