Great Britain Thursday disclosed plans for building 38 new warships including two battleships of 35,000 tons each. The big $531,000,000 naval supply bill pending in the house con- tains authority for the United States to construct two such vessels if cap- {tal ship replacements are begun by other treaty signatories.
