‘ 3 APPROPRIATION FOR SECURITY IS FIRST JOB FOR CONGRESS Democratic Leader, Senator Robinson, Passes Through En Route East Appropriation of funds for security legislation passed by the last congress will be the first work before the new session in January, Senator Joseph Robinson, Democratic leader in the state, said Tuesday. He refused to predict the length of the next session of congress but did phd believe it would be “especially long.” Accompanied by Senator M. M. Neely of West Virginia, Robinson passed through en route east fol- lowing a several weeks stay in the Philippines where he viewed the ini- tiation of the new commonwealth. Senator Robinson declared the com- monwealth opened under auspicious circumstances—chiefly a balanced budget and an era of peace, both of which he declared were probably the result of American supervision. Actively interested in Philippine freedom and one of the chief sponsors of the commonwealth and independ- ence plan, Robinson said its success depends on the maintenance of peace and careful expenditure. “If these are maintained,” he as- serted, “Philippine independence un- doubtedly will be appeased at the end of the 10 year period for which the commonwealth is formed.” Turning to Japan’s proximity and its probable influence on the Philip- pines, Senator Robinson declared Japan undoubtedly would extend eco= nomic domination over the Philip- pines; “in fact, already has taken steps in that direction.” “It is doubtful,” he said, “that Japan will make any attempt at political domination. This program, the president said, probably would total somewhat less than $500,- 000,000. The chief executive disclosed he would propose it to the session of congress opening next month, but he did not indicate whether there would be oer major recommendations for relief. Wednesday, however, there was said to be a possibility that the $500,000,000 may be the only sizeable recommenda- tion in this field. ‘The $4,880,000,000 work and relief fund the administration is now spend- ing was appropriated for the fiscal year ending next June 30. All the money has been allotted to. various projects, but officials estimate it will not all be spent by June 30. ey be- lieve $900,000,000 may be left over.
