Sir Samuel Hoare, foreign secre- tary, called Joseph A. C. Avenol, sec- retary general of the League of Na- tions, to @ conference at which in- formed circles said some new way out of the impasse might be advanced. The gray-hatred Avenol, on a mis- sion to avert war in East Africa and to bolster the league, also arranged a second conference with Anthony Eden, England’s secretary for League of Nations affairs.
