t i Bismarc WATER DEPARTMENT TO SPEND $30,000 ON SETTLING TANK ‘Permits Issued for New Apart- ment Building and Four New Houses in City Construction this year of a $30,000 addition to the Bismarck waterworks ‘was the chief item of interest on Bis- marck’s building program this week. The new addition was made neces- sary, it was explained, by the growth of the city and the fact that present Yacilities soon will be unable to care for the demand in periods of high consumption such as occur during extremely warm weather or drouths. Even if the city continues to grow ‘at the same rate as during the last few years, the proposed new settling tank will enable the municipal plant to care for the increased demand without appreciable addition to the present capital investment. Next in importance in point of in- ‘vestment is the plan of Frank Everts to construct a small apartment build- ing in the rear of his present apart- ment house at 314 Third St. In the official permit the value of the build- ing wa listed at only $2,000, Everts explaining that he will use some ma- terial already in his possession. The building will house four apartments, each with one big room, kitchenette and bath. John Strop was listed as the contractor. Dr. J. O. Thoreson awarded the contract for building his new home at 815 Mandan &t., to Robert Aune and ‘work was begun last week. It will be a frame-stucco house of six rooms, & story and a half high. The value is put at $6,000. The Northwestern Bell Telephone ‘company took out a permit for the brick garage building built by it at 415 Thayer, listing the value at $2,000. James W. Guthrie was the contractor. Other permits issued during the ‘week were: Laurence Nelson, frame house at 1023 Eighth St., $3,000. Since heat goes through it rapidly when used for cooking utensils, I do not understand how it could make good insulation. Please advise. A—The principle involved in the use of aluminum for insulation pur- poses is that of reflection of the heat. The practical application of heat reflection from the surface ts similar to that employed in electric heaters, which reflect the heat from a sheet of bright copper used as a re- flector. Therefore, the thickness of the material is of comparative insig- nificance. The surface of the ma- terial is customarily very bright. It may be used in flat or crumpled sheets. When more than one thick- ness is used, some air space is left between the sheets. Q.—Some of the doors in our home stick and are difficult to open and close. How can this be overcome? A—The sticking of doors is usually caused by settlement of the house structure, loose or ineffective hinges, or swelling or warping of the door and frame. If “necessary, reset the hinges in the wood so that the sur- faces are flush and then screw them up tight. If any of the boards in the frame are loose, then renail them. If there is any settlement of the house, jack up the sagging joists and sills and reinforce them. If sticking is due to swelling of the door, sur- plus wood can be planed off the edges of the door. However, wait until the wood is dry and do not plane off more than absolutely necessary. The door should be lined up so that it swings freely and fits snugly into the frame. Built-In Mirrors Found Convenient Built-in mirrors are valuable aids in maintaining personal appearance, and, properly placed, they contribute to the decoration of a home and tend to give the impression of added size to a room. BRITISH BUILDING = BOOM GIVES PUSH TO OTHER GROUPS New Homes and Revival of Shipping Lend Impetus to Commercial Activity London, May 28.—()—England, which knew the pangs of depression long before 1929 and has trod a slow, painful path toward recovery, is be- ginning to take giant strides toward @ new era of prosperity. Both in shipping and building, headwaters of the money-stream which flows through all the channels of trade and industry, the nation is setting up records month by month that make memories of the past de- cade seem like a particularly bad dream. Building Boom Appears On top of Chancellor Neville Cham- berlain’s second successive “prosper- ity” budget, with its consequent re- duction of income tax rates, has come word of a building boom that prom- ises to release millions of dollars of idle money and to reduce unemploy- ment materially. In March, it was officially announc- ed, plans were let for almost $50,000,- 000 worth of construction of all kinds, an increase of $7,500,000 over the same month of last year. In the first three months of this year British ships laid up for want of cargo decreased by 285,000 gross tons. There is every sign of the im- provement in the figures being main- tained, even quickened. The plans passed in March includ- ed more than $33,000,000 for dwelling houses alone. More than $3,500,000 is to be spent on churches, schools and public buildings, and there will be 14,000 new homes. Real Apartments Appear The building boom is perhaps most noticeable in the number of great, modern apartment buildings that have sprung up in London within a year and a half. A year ago, even, Americans settling in London found their quest for up-to-the-minute liv- ing quarters a discouraging proposi- tion. There were a few buildings with steam heat and the other amenities to which Americans have grown ac- customed, but they were in such de- mand that the prices were clear out of reason. A simple two-room and bath apartment with sfeam heat cost at least $125 a month, with plenty of extras. And even those were so eagerly sought that their occupants, upon leaving, passed them on to their spe- cial friends, ‘Luxury Flats’ At Discount ‘The unhappy foreigner who didn’t happen to have either a special friend or the $125 a month to spend on quar- ters, usually ended up in one of those ancient “luxury flats” indigenous to London, with a grate in the living room, a canopied bed in which King Edward I once tried to sleep and a cold-water bath in a disused hall- way. All that is ended now. Modern “american flats” have mushroomed in their hundreds. A trip through near-suburbs brings them to light in serried rows, many of them 80 hurriedly thrown together that va- grant mortar still clings to the brick. They all boast of “central heat- ing” and many even have mechanical refrigeration. So fast have they sprung within a twelve-month that there already is talk of “over-building,” a phrase that somehow sounds familiar. C., June 1.—Paint, varnish, and lacquer sales figures for the first quarter of 1935 showed ap- preciable increases over the same pe- riod last year, according to the Na- tional Paint, Varnish, and Lacquer Association. The figures, showing percentages of increase, indicated marked im- provement in both industrial and re- tail dealer sales and reflected im- provement in the automobile indus- try. A general industrial expansion and retail business increases, were also indicated. The comparative figures: Total sales reported by 586 estab- lishments: 1934, $61,409,630; 1935, $70,749,836—increase, 15.2 per cent. Total industrial sales: 1934, $18,- ‘759,619; 1935, $22,500,219 — increase, 19.9 per cent, Industrial Sales Gain Total industrial sales, comprising paint and varnish sales to industry and lacquer sales to industry, showed the following percentages of increase over 1934: Paint and varnish sales to industry, per cent. C. June 3.—In order’ to eliminate confusion among (the general public, the Federal Hous- jing Administration has restated its method of administering the mod- ernization credit plan authorized by the National Housing Act. The Federal Housing Administra- tion makes no .oans. All loans made under the moderni- zation credit plan are made by pri- vate financial institutions. The Federal Housing Administra- tion insures the financial institution against 20 per cent loss of all mod- ernization loans made. Types of Lenders ; Loans are made by several types of japproved financial institutions, over 4,800 of which have advanced this type of credit to date. Several thou- sand more have been approved and are ready to make loans. Banks make up the majority of these financial institutions, while fi- nance companies also handle a large amount of business, Approved finance companies are divided into three groups: Those which operate independently and transact business more or less as banks do, but usually finance the home owner throvgh a manufacturer, distributor, or contractor; those which are subsidiaries of manufacturers or commercial institutions willing to fi- nance an entire job if a certain per- centage of the product used is sold or manufactured by the parent organ- J.S.
