HOME GARDENS ARE ADVOCATED BY FERA) | {Relief Clients Expected to Help Themselves, Say State Leaders Here North Dakota’s FERA expects relief families to supplement the home larder with vegetables raised in their own gardens. F. C. Hauser, FERA state statis- tician, estimates that approximately $25,000 has been spent for seed for the planting of individual gardens. Hauser estimates the maximum amount that will be spent by the average or large family for garden seed will not exceed 50 cents per per- son, In the cases of families with less than the average number of five persons, a limit of 75 cents per person €or seed has been set. Prime objectives of the subsistence garden program are to lighten the money burden of relief by assisting and encouraging relief clients to pro- vide, by their own efforts, a consider- able portion of their food require- ments; to improve the mental atti- tude and physical health of the clients; to guarantee that the family food will contain vitamins and other nourishing food elements not found in any other form of food. Gatden projects are divided into three main types—the small subsist- ence garden planted in the backyard for the individual family; the group garden located near cities where in- dividual plots are cared for by indivi- dual families; the quantity-production tracts or community gardens worked @s a work-relief project. Produce from the latter is either canned or stored and distributed by the surplus commodities division. Thirty-eight community gardens have been planted. Twelve of them are irrigated. One quantity-produc- tion tract is that located near Bur- \ington where the rural rehabilitation division is developing subsistence homesteads for needy miners. Families with individual plots are expected to can or store all yields from the gardens aside from vege- tables used immediately. MILLIONS SPENT FOR N.D, CATTLE RELIEF FERA Announces Work Will Continue Until Grass Is Plentiful in State Magnitude and benefits of the FERA stock feed relief work during the worst drouth in North Dakota's history is emphasized in a summary, tecently prepared by Clyde Barks, di- rector of the FERA stock feed de- partment. Commencing operations in October, 1933, the program still continues and will continue until pasturage and feed crops again are sufficient to maintain North Dakota’s farm stock, Barks de- clared. Through the unprecedented labors of the FERA stock feed department and affiliated federal agencies, North Dakota still has its foundation herds 80 essential'to the future development of the state. Also, Barks pointed out, the pres- ence of the, FERA in stock feed busi- ness prevented prices of available supplies going out of reach of the drouth-stricken farmer as had been characteristic during seasons of acute shortage such as in 1919 and again in 1926. Value of feed -purchased between October, 1933, and August, 1934, to- taled $4,830,000, Included in this fig- ure were 90,000 tons of hay, 1,900,000 ‘bushels of corn, 1,350,000 bushels of ats, 2,200,000: bushels of wheat, 100,- 000 bushels of barley. These supplies were bought from the Federal Sur- plus- Relief Corporation and through the AAA. While totals on value and amount of feed purchased since August, 1934, are not complete, Barks estimates that Qpproximately 125,000 tons of straw ‘and 60,000 tons of hay valued at ap- proximately $1,125,000 were purchased for distribution and resale during the @eason of 1934-35. As of May 1 only about 5 per cent of the total supplies Purchased remained. Lateness of the spring season and poor stand of past- ure made it apparent early in April that the meager supplies probably Would be exhausted by June 1. Supplementing the FERA stock feed division .work has been the Rural Rehabilitation stook feed department which has’made it possible for farm- ers to procure planting seed when they have been unable to obtain an emergency feed loan from the Farm ‘Credit administration. SALES TAX STAMPS Bismarck, N. D. May 29, 1935. Editor Tribune: There is little doubt that if the sales tax issue is put to a vote. it will be overwhelmingly defeated, for al- most everyone feels this sales tax measure is both unfair and discrim- inatory. Governor Welford tells us that a’ sales tax was necessary be- cause of the fact,that such a large number did not pay their taxes it was impossible to run the various state offices and pay expenses without some other means of revenue and while this may all be true we feel that some method should have been taken to Protect the interests of the people and not force them to pay duplicate taxes. Once this law is defeated, Governor Welford tells us he will call a special session of the legislature to enact a law to take its place. If he does this, (and it will probably come to just that) we have an idea that might help out, And at the same time one that would appeal to the people. It is simply that the state issue sales tax stamps, dispose of them the same way we now sell cigarette arid other state tax stamps, and then also give the people blank books marked off in squares on each page to stick the stamps in. ‘These stamps to be given with all purchases requiring stamps. When the time comes for our people to pay their taxes, let them turn in these stamp books as so much money to apply on their taxes. Those whose taxes do not amount to what they ‘buy and get stamps for, will receive no additional money. These stamps only to apply on personal and real estate taxes, We have in this state thousands of heads of families who pay no tax be- cause of the exemptions allowed. Anyone whose income did not exceed $600.00 and whose property is not, worth above $100.00 is exempt from all but school tax of one dollar. But at the same time these fam- illes ‘are receiving all the benefits af- forded by the neighborhood and we feel they should pay something to+ ward the expenses of educating their children along with other benefits they receive. This would do entirely away with the claim that outside owners of real estate were benefitting at the people's expense, because these residents of other:states would have no sales tax stamps to apply on their taxes. It would be a bona fide protection for residents of North Dakota. This plan SET FOR LATE JUNE Approximatelly 1,000 Vacancies in Various Units Will Be Filled at That Time Enrollment of more than 1,000 North Dakota youths in the Civilian Conservation Corps has been tenta- tively set for the past two weeks of June, John §. Williams, executive secretary of the FERA, announces. Enrollment dates probably will be June 15 and July 1, he said. Enrollments will be conducted by the various county, welfare commit- tees in cooperhtion with the county, relief administrators. Price consid- eration will be the enrollment of youths from the most needy families, Williams said, Boys from families on relief rolls who already have spent one or more periods in the CCC will be eligible so long as their service in the CCC has not exceeded 18 months, Williams de- clared, A Vacancies now exist in the 11 UCG camps now located in the state.
