-: 6 8 ROAD CONTRACTS ORDERED CANCELLED BY FEDERAL BUREAU (Action in Line With New Policy of Constructing No New Gravel Highways contracts, awarded at the April 5 hearing of the state highway department have been ordered can- Celled by A. B. Palen, federal bureau of roads regional head at St. Paul, State Highway Commissioner W. J. Fignnigan said Friday. The contracts were ordered can- celled, Flannigan said, because of a new policy of no new gravel roads construction, with the department confining itself to reconstruction of the present trunk highway system. ‘The thre contracts dropped are: Stutsman county: 8.111 miles grad- {ng, structural and incidental work, ‘Woodworth west, Win Coman, Fargo, $18,902. Hettinger county—11.289 — miles gravel surfacing and stock pile, southwest of Mott, MeGarry Bros., Bismarck, $11,401. Benson county—10.081 miles gravel surfacing south of Noonan, Martin Joyce, Brandon, 8. D., $4,123. Other Awards Held Up The federal government has not yet concurred in the remainder of the contracts awarded by the high- ‘way department April 5, Flannigan said, pending final disposition of plans to construct no more new high- ‘ways of gravel type. The total in- volved in the letting, which was held under Former Commissioner Ole H. Olson, was $220,464. With passing of more than 20 days @ince the letting, contractors to whom @wards were made may withdraw their bids legally and have their checks returned to them, Flannigan pointed out. Withdrawals may take place if the contracts are not con- curred in. Concentration of road reconstruc- tion efforts on oi] mix types of high- ‘ways will result in a saving of ap- proximately two-thirds in costs of maintenance over dry gravel types of roads, J. N. Roherty, research engi- heer of the highway department, d. ed. Sees Considerable Saving | “With every city in the state of 250 or more having a graveled highway entering it, the department is in an excellent position now to limit its ef- forts to reconstruction of the ail- surface highways of the state,” Roh- erty said. “We can now go back and pick up the major highways of our state after a program which has seen many miles of gravel type highways constructed.” Roherty said “considerable saving” ‘would be made the department with oil-mix type roads through decreased loss of gravel and decreased costs of maintenance. He declared that 500 cars passing over a given mile of gravel road world carry away 250 yards of gravel per day. For every 48 cents of revenue from the gasoline tax, the state must pay out approximately 50 cents in replace- ment of gravel, Roherty said. “Income for maintenance leaves nothing for weed cutting, ditch clean- 4ng or similar type of mtaintenance, after we have paid for replacement of gravel, and work attendant to it,” Roherty said.
