‘ by THE BISMARCK TRIBUNE, FRIDAY, MAY 10, 1985 MORATORIUM GIVEN FARMER DELINQUENT ON HAIL INSURANCE May Obtain Protection on Grow- ing Crops Without De- posit of 10 Per Cent Gov. Walter Welford Friday de- clared a “moratorium” on payment of 10 per cent deposits by farmers Gesiring hail insurance who are de- Unquent in past hail assessments and ere unable to produce the payment The “moratorium”, was conditioned not to apply to “risks in which the Jand owner does not join as an ap- plicant for coverage.” “Weather conditions, crop failures and low prices have prevailed in this state for several years, and have re- duced the farmers and other citizens to severe want and lack of funds.” ‘Welford said in his proclamation. “Growing conditions are now fav- orable and indicate that a good crop will be harvested throughout the state in 1935; it is to the best in- terest of the farmers and citizens of this state to carry hail insurance on their crops.” He said that under provisions of the law it is “impossible” for any farmer to obtain state hail insurance upon his growing crop unless delin- quent hail assessments are paid, or unless he first deposited with the hail insurance commissioner 10 per cent of all state hail insurance applied for. “Because of depression and drouth in the past,” Welford said. “A large Proportion of farmers of this state ere destitute and without funds and are unable to meet the provision in making the 10 per cent deposit.” He declared a “great public emer- gency” to exist through threats of loss by hail to farmers unable to make the 10 per cent payment. “I declare that until this procla- mation is revoked or modified by me, any farmer or other citizen of this state may obtain state hail insur- ance upon growing crops, as provided by law, without deposit of the 10 per cent provided for by Section 189b-25 of Chapter 137 of the session laws of North Dakota for 1933, conditioned, however, that this proclamation shall not apply to risks in which the land owner does not join as an applicant for coverage.” POWER SURVEY ASKED Washington, May 10.—(?)—The en- tire South Dakota congressional del- egation joined Friday in an appeal to Secretary Ickes for an allotment of funds for a survey of hydro-electric possibilities on the Missouri river in their state, CEREAL RELIEVES DAUGHTER SO WHOLE FAMILY USES IT Kellogg’s ALL-BRAN Corrects Constipation* An enthusiastic and voluntary letter: “We have a daughter who has been troubled all her life with constipation.* About three months ago, we discovered ALL-BRAN.
