Richardson, formerly of Fargo and now a Washington attor- ney, was appointed Tuesday by Gov- ernor William Langer to act as North Dakota's representative at the nation- al capitol in negotiating for funds for construction and improvement of air- ports in North Dakota. The federal government has made ; available $10,000,000 for airports in the United States as a part of the civil works program. Langer also named Murray Bald- win, Jr., head of the aviation com- mittee of the chamber of commerce, Fargo, to take charge of plans for securing airports in every possible |place in North Dakota. | The governor said he was anxious }to obtain airports for every city and town in North Dakota over 500 popu- lation, but that he realized the ap- |propriation for that purpose is no {doubt Itmited. He informed Richard- 'son it probably will be necessary to select only the most important places for establishing airports. Appointment of Richardson was ‘made by the governor to comply with ‘a request of the department of com- merce at Washington that a repre- sentative be named to look after North Dakota’s interests in the allot- ment of federal funds for airports. Expect $5,000 to $15,000 Fay Harding, president of the state railroad commission, said from $5,000 to $15,000 will be allowed on each pro- Ject. He urged cities and villages make immediate application to the civil works administration of the depart- ment of commerce at Washington for airport funds, which are to be admin- istered separately from the general clyil works administration program. ‘Outlining the procedure in applying for funds, Harding said the applica- tion should be forwarded to the di- tector of aeronautics, department of commerce, Washington, and ® copy sent to the state railroad commission; the application should show the name, title and address of the city or coun- ty official designated to be authoriz- ed to keep account of the work and disburse the funds; the application must set forth full description of the. airport, dimensions and exact loca- . |tion of the site with reference to nearby towns, also the geographical subdivision. The application should be accompanied by a map, drawn to acale, showing the exact condition and jlayout of the field at the present jtime and giving a distinctive legend ‘of the new work contemplated. Any county or municipality may make application for the money to be spent largely, if not entirely, for la- bor. Only a small portion of the ‘funds allocated to North Dakota may be available for the purchase of con- struction materials, Harding said, and assurance should be given that the work will start as soon as authority is granted, to be continued until project is complete. .
