2 THE GOVERNMENT HAVING TROUBLE WATCHING MANIFOLD AGENCIES Attempts to Help People So Numerous Even Officials Are Losing Track Washington, Aug. 25.—(#)—The federal government is reaching out to; aid the country through so many dif- ferent agencies that even Washington officials have a hard time keeping tab on them all. Most of the mechanism of com- missions, boards and voluntary work- ers either came into being under the act of the last congress or by @ gen- eral revision to fit into the recovery scheme of the Roosevelt administra- tion. A large part of the work over the country is done by citizens who serve without pay or for a nominal “dollar & year.” " In this category falls the nation- wide organization carrying the NRA blue eagle campaign into every com- munity. Local, state and district com- mittees of voluntary workers have ‘been set up to canvass from door to door, to educate citizens to buy under the blue eagle and to check up on violations. Wherever possible, existing govern- mental agencies are utilized. Under the public works, 48 state ad- visory boards of three persons éach have been created to aid in planning wisely the spending of the $3,300,000,- 000 furid. Members receive $10 daily and $5 for subsistence. Another part of the set-up is a system of state en- gineers to help pass on projects. Has Power To Disapprove The national relief administration functions with the aid of state advi- sory boards, whose personne] it has the power to disapprove. Committees of “dollar a year” men in various states and counties will serve the home loan bank board. Among functions taken over and consolidated in the farm credit ad- ministration were those of the federal farm loan bureau, the old farm board, crop and production loan offices from the agriculture department and the regional agricultural credit corpora- tions of the Reconstruction corpora- tion. Four federal banking systems will be available to farmers at each of 12 Strategically located cities—Spring- field, Massachusetts; Baltimore, Col- umbia, South Carolina; Louisville, New Orleans, St. Louis, St. Paul, Om- aha, Wichita, Houston; Berkeley, Cal- ifornia and Spokane. The measure, signed with the cab- inet’s approval and effective immedi- ately, declared unconstitutional the Machado administration and its acts since May 20, 1929, when Gerardo Machado was inaugurated president for a second term, All international obligations are to ‘be observed, however, even though contracted since that date. The action followed a widespread clamor for a thorough housecleaning of the regime that fell two weeks Ago. Open Golf Tourney Set for Week-End A sweepstakes golf tournament will be conducted over the week-end on the course of the Bismarck Country Club according to Paul Cook, mem- bers of the club’s tournament com- mittee. The tournament will be an 18-hole medal play affair, Cook said, and everyone interested is invited to par- ticipate. A small entry fee will be as- sessed against players to defray the costs of the prizes. Prizes will be awarded for first and second places and a prize will be awarded for every fourth place there- after.
