Mich.), Friday unleashed ‘bitter criticism of Detroit banking methods preceding the Mich- igan bank holiday, demanded on in- vestigation of one bank transaction with a view to criminal proceedings, p and charged in another statement that “poor judgment of federal bank examiners” will cause a loss of many millions in loans made by the closed First National Bank-Detroit. Testifying for the second day be- fore the one-man grand jury investi- \gating the closing of the First Nation- fl and the Guardian National Bank of ‘Commerce, the senior Michigan sen- ator declared that while the condi- tion of Detrojt banks may have been known to the government, it was con- \Sidered a question of judgment by fed- eral officials whether “wait for Prosperity to return or insist on the Jetter of the law and close the banks.” ‘That, he said, was “not an easy ques- tion to answer.” “At hearings before the senate banking and currency committee the comptroller himself testified he had not enforced the law because he was waiting, hoping there would be a re- covery,” said Couzens. Raps Banking Methods Lashing out at banking methods in Detroit, the senator flatly asserted “I know of no other city. in the whole ‘world where there was such an orgy of pyramiding of corporations and the sae of fictitious values and earn- ings.” x He charged the Union Guardian ‘Trust Co., the impending closing of which has been given as the reason for the declaration of Michigan's ‘banking holiday Feb. 14, had “jockey- THE BISMARCK TRIBUNE, FRIDAY, AUGUST 18, 1988 Mae Presented at (Civil) Court Mae Murray, well-known stage and court in Los Angeles the other day. the occasion as this picture shows. was answering a suit by a contractor for claimed unpaid bills. filed a counter-claim for alleged damage to her building. screen star, was presented at And she was dressed up for It was a civil court, and she Mae Prince David Mdivani, co-defendant and estranged husband of Mae, did not appear. ed the children’s fund of Michigan out of $200,000,” and asked prosecutor Harry S. Toy to investigate with a view to criminal proceedings. The children’s fund, established in 1928 by the senator, has an endowment of $10,000,000, the income of which is to be spent solely for crippled child- ren of the state. “Why,” exclaimed the senator, “the’ Union Guardian Trust Co. accepted deposits for 20 days after its officials knew it was insolvent. It is my un- derstanding that that is a criminal offense.” Directors Got Loans Turning to the First National Bank —Detroit, Couzens read from a memo which he said had been taken from the bank's books, and declared on the day the bank closed its books showed more than $6,000,000 loaned directly to directors; loans of more than $2,- 600,000 on which directors had signed as endorsers; loans totaling more than $1,400,000 to employes, and loans total- ing more than $11,400,000 to corpora- tions in which directors of the bank were interested. “Yesterday you criticized the way these banks were conducted prior to the holiday,” said prosecutor Toy. “should not the bank examiners have prevented this?” “All an examiner can do is make MEATS | 710 Thayer Phone 279 m= DICK Sa | BREAD White, Rye, Whole Wheat 3 for 27c Poast Toasties and Kellogg’s Corn Flakes 3 PKGS. - = 29c¢ SAUERKRAUT, No. 214 can ..... It was in a large part the depression that affected the assets of the banks here.” He said much of the blame for the banks’ condition is on officials here. But a part was given to admigistration officials in Washington for not enforcing the law.
