STATE 10 FOLLOW FEDERAL RULES ON ~ ROAD ENPLOYMENT Married Veterans to Get Prefer- ence; Residents of Coun- ties Come Next North Dakota's $6,000,000 federal fund highway program will be carried out with labor taken chiefly from the counties where work is done, Frank A. Vogel, highway commissioner, an- nounced Friday. Labor will not be hired by the highway department Vogel reported hundreds of persons have applied for jobs, believing the department will be in charge of em- ployment. Under federal regulations governing the work, the U. S. em- ployment service in each state will designate agencies to prepare lists of skilled and unskilled labor for each highway project, he explained. First projects under the emergency program are expected to be let in August. “It is our understanding that when 8 contract is let,” Vogel said, “the U. 8. employment service will select some existing relief or employment agency in that county to supply a list of available workers from which the contractor will select his men. If the required labor cannot be furnished locally the contractor may hire from other places in the state.” The federal requirements for pre- ference in employment will not per- mit a contractor to carry with him skilled or unskilled laborers to any project unless they are former service men with dependents. War veterans with dependents are specifically des- ignated as first choice for jobs, resi- dents of the city or county in which work is to be done, second choice, with residents of the state not liv- ing in the county, third. The state highway department is required to do one representative con- struction project by direct labor to provide a comparison with contract work in cost and efficiency. Contractors will be required to use hand labor where it does not inter- fere with sound economy and public interest, Vogel said, adding that any contractors who violate the federal regulations will be barred from fur- ther participation in the emergency Toad work. Hundreds of prizes were to be given to persons attending the closing pro- gram by merchants of the city who are cooperating with Montgomery- Ward in presentation of the feature Program, At popular reuest, it is announced, Mr. and Mrs. F. C. Hathaway, who are in charge of the school, will re- main at the store Saturday to operate an information bureau at which ans- wers will be given to questions in re- gard to pressure cooking and canning. Anyone interested in the pressure cookers are urged to ask any questions regarding them that they may desire. ‘Women were turned away from the Program Thursday afternoon when the second floor of the building be- came so crowded that no more could be accommodated, Hathaway said. Employes of the store were moving stock to make more room for another expected large crowd Friday after- noon. A 30-plate meal was cooked in 20 minutes Thursday evening by Mr. and Mrs. Hathaway for a special banquet for employes given in the store. A. H. Maas, manager of the store, served as toastmaster and department, heads gave short talks. The meal was cooked by the new method—pressure cooking—and served by Mr. and Mrs. Hathaway.
