6 GRAHAM CHALLENGES, REGISTRAR CHANGES FAVORED BY BONZER Motor Vehicle Department Head Declares Senator's Plan Impracticable W. S. Graham, state motor vehicle in a statement made here takes issue with State Senator F. Bonzer, Lidgerwood, over the relative merits of the present system of registering motor vehicles and one which the legislator from the 27th district is credited with pro- posing. Graham's statement follows: “Senator A. F. Bonzer, according to an article appearing in the Rich- land County Farmer-Globe, Wahpe- ton, recently, is planning a change 1n the method of issuing motor vehicle license plates. Among the changes recommended by him is having the counties collect the license fee and in that way make the registrar merely an overseer of the work, thus elimi- nating the staff of 200 or 300 clerks sibly be dune by county auditors, who can not, for obvious reasons, employ up-to-date methods.” |North Dakota Has | Irrigation Decrease] North Dakota has a decrease of 26.7 per cent in the total acreage irri- cording to figures released by the di- lrector of census of the United States. Declares Figures Exaggerated “The compositor, proof reader or Senator Bonzer, seems to have inad- vertently, perhaps, distorted the fig- ures in speaking of the number of clerks and special agents in the motor | ” vehicle department. The number of clerks in the department is between 20 and 30 instead of between 200 or 300. In connection with the dozen special officers spoken of that now are engaged in the work of enforcing the law, there has never been more than four, sometimes none, and part of the time only two or three during the | year. It is safe to say that cost / would not be diminished by assign- ing tags to automobile owners through county auditors. “as to increasing the efficiency of 53 auditors, who, under the proposed plan, would be merely deputy regis- trars in the collection of the auto- mobile tax, the law now provides that it is the duty of the county commis- | sioners, sheriffs and other county of- ficers of each county to enforce the | motor vehicle registration law. ‘Whether assigning license plates from the county auditor's office would have @ tendency to increase the efficiency in enforcing the law remains to be seen. A number of the representa- tives advance the argument that the law can be better enforced by other than local officers. ‘Wouldn’t Change “Even if the proposed ing licenses from the county auditors’ offices is adopted, the department here must function about as it has in the past. It would be necessary to maintain the force in order to issue titles to motor vehicles and to make copies of records to be forwarded to various county auditors of the state. ‘The work in the department hére is done by trained workers on book- keeping machines and for that rea- son the work of assigning license plates is more efficient than can pos- iment jan of issu- TURKEYS - paper-covered partition cight inches from the vent.
