S. and England Seen Washington, June 7.—(#)—Scme early moves looking to reduction o international armaments are confl- dently expected in informed circles here to be made by the United States | and Great Britain. Private advices are interpreted as Indicating the new English premier, Ramsay MacDonald, chifetain of the victorious labor party, is ready to grasp for leadership in the naval re- ductions campaign. The Decoration day address of President Hoover is regarded as a move by him to take the initiative in the prospective “race of dicarma- ment” and to assure the new English | government of a friendiv this question by his administration. In his recent campaign, the labor leader declared for a settlement of the naval difficulties between the United States and Great Britain. ‘That was one of the main planks of the labor platform. While the recent utterances of the Hoover administration are regarded as giving notice to the new govern- ment of Great Britain that naval dis- armament is an acceptable subject for negotiation, it is understood the president regards the next move to be up to Great mritain. Hoover's Policy Eliminated He has made a general declaration of policy for naval limitations. His secretary of state, Mr. Stimson, has issued a statement showing the enor- mous costs of naval armaments and pointing out the economic disadvan- tages of a race between the world powers in navies. But the administration is not mak- ing any preliminary sacrifices in an- ticipation of new armaments limita- tion. The new 15 cruiser program is going ahead and it will go ahead until @ new armament treaty is signed. The exchange of correspondence between Ramsay MacDonald and Senator Borah is regarded as unustal as well as interesting.
