Both of these young people are well and favorably known here and their many friends wish them much fu- ture happiness. To avoid their many overzealous friends, Mr. and Mrs. Heaps left for Bismarck, Friday evening, but were royally entertained Sunday evening when they returned. SESSION LACKS RULED QUORUM North Dakota League of Mu- nicipalities Postpones Busi- ness Fargo, N. D., Nov. 15.—(®)— Lacking the necessary quorum, mem- bers of the North Dakota League of Municipalities were forced to Post-, pone all official business at the opening of their session today. Only 10 cities, one less than a quorum, were represented, Members awaited arrival of more delegates, hoping to get started off ficially later today. Those delegates present discussed means of bringing to the attention of nonmember cities the work of the league during the past two years of its existance. W. H. Shure, Fargo city attorney, discussing merits of the association, said: “Much has been accomplished in the way of legislation, and all cities have been saved thousands of dollars through enactment of new laws supported by the league.” Airport Law Suggested Mayor J. H. Dahl, president of the league, opened the morning session with a list of proposed new laws and amendments. Among the pro- ms was one giving cities per- mission to purchase and maintain fields for ‘aviation purposes; tho® cost to be met by general taxation or by issuing municipal bonds.
