Plans for the building will be ready January 1, according to R. B. Murphy, board chairman, and bids will be asked about February 1. It is planned to cover the proposed site of the building with straw this fall so that the ground not freeze deeply and it will bet possible to commence work on the excavation early next year. The board plans to hold the cost of the building within the $225,000 appropriation made by the legisla- ture at the last session. It will be as large in dimensions, however, as not propose to finish the interior wi til more funds are availabl Early in the year the the question of whether better to contract for a building larger than could be built with the existing appropriation and then ask the legislature for additional money, or erect a completed structure with the funds available. The decision to build a large structure and to use it in its unfinished state represents a compromise. The proposed building probably will meet the needs of the University for classroom space for 10 to 15 years to come, according to the board’s estimates. At the same time it will be cheaper to build and operate, figuring on the cost of erection and maintenance on a cubic- foot basis. The building will be used for| classroom purposes as soon as it is completed and the interior finish will await additional funds. This ar- rangement, Murphy said, will permit abandonment of the temporary fibre- board shack now in use for class- room purposes, University officials agreed that the plan adopted was the best obtainable under the circum- stances, he said. Before any claim can be approved| | for payment, Hagen pointed out, the status of the claimant and the land insured for hail loss must, be ascertained, Separate checks are made to determine if the land on which insurance is claimed has been withdrawn from protection of the state fund and, if withdrawn, if it has been reinstated, Look for Delinquent Taxes After that the records are searched to see what delinquent hail taxes. remain against e land. Delinquent taxes as well as hail indemnity taxes for the current year, are deducted from the amount due the person receiving the insur- ance, The net amount due having been found the next job is to determine who gets it, Hagen said. In many cases insurance claims have been as- signed by the original holder to a e arty, In others the indem- nity is divided by agreement between landlords and tenants. As a result, although the number of claims to- taled Jess than 17,000, the depart- ment probably will have to write 25,000 warrants in closing out this year’s business.
