Are rats infected with germs of bubonic plague being carried across the ocean in ships? Is there a great wave of epidemic disease rag- ing in some country that is unable to help itself? The League of Nations tries to find the emi- nently practical answer by establishing an Inter- national Health Bureau which should always be on call to render any help that is necessary and possible. If the Assembly of the League of Nations in November approves of the plan for the Interna- tional Health Bureau and all the member nations do, the bureau will perform the following func- tions: Hl ' Advise the League on all health matters. , Co-ordinate the work of the various medical bodies. Organize rapid, interchange of information on all epidemic diseases. Prepare new international agreements on health matters. Here in Burleigh county,’States Attorney Al- len used the tax payer’s money in an unsuccess- ful attempt to muzzle one of his newspaper critics —the voters, however, have a way of taking care of such birds. CIVIC HONORS || Soon city campaigns will be in full swing the country over and candidates for mayor and al- ces will be making their appeals for votes. It’s interesting to recall that in the days when difficult to find men to hold civic office that im- perial governors were'given power to post names of candidates for office and citizens thus posted could keep off the ticket only by the nomination of substitutes. The only social group exempted was composed of fathers of 13 children, which exemption in this present day wouldn’t let out very many citizens. 4 7 ’ BEAUTY A number of newspapers the country over are looking for the “most beautiful woman” in their city or county or, state, eo But what is HP” And by-what stand- ard should the judges be guided? / Dr. Royal Copeland, commissioner of health of New York City, has a theory of his own. He says: “A woman that is beautiful must have a clear | skin; she must have strong red blood flowing be- neath that skin; and she must have firm muscles. Those are the tests of beauty.” There is a theory as to what consists beauty given by medical authority. It is looked at from a medical or health viewpoint. , It is interesting to note.
