\ “FRIDAY, AUGUST 4, 1919 ” STATE PAYROLLS $56,000 MONTHLY REVENUES MINUS Salary Expenditures More Than Doubled May Be Trebled by New Boards MONEY IS RUNNING SHORT The monthly payroll ‘at the state- house was $26,000 at.the beginning of the present regime in 1917. Last May it had mounted to $38,000; for the month of July, just past, it was $56,- 000, and State Auditor Kositzky today predicted that when the board of ad- ministration, the immigration com- mission, the state’s three new district judges and their staffs and other in- novations introduced by the last as- sembly strike their stride, North Da- kota’s monthly bill for salaries alone will ‘be $78,000, which would be ex- actly three times what it was when the Nonpartisan league took charge of things at the capitol. > Revenues Can't Keep Ste All of which wouldn’t be so bad, in the estimation of Mr. Kositzky, altho he doesn’t consider it the best of busi- ness, were it not-for the fact that the state’s expenses, he claims, are climb- ing faster than are the means to meet them . “The board of equalization last year provided for the raising of $1,572,- 255.04 by general taxation,” said the state auditor today. “We have already collected $1,301,744.55 of this amount, and but $270,521.49 remains unpaid. Because of crop conditions in ‘some sections of the state we can hardly expect to get any.of.these back taxes now until after the tax sales are held in December. ‘In the meantime we will have a monthly item in salaries alone running from $60,000 to $78,000, | and there are other operating expenses to be met. Since July 1, 1918, we have collected $782,769.57 in fees, in- heritance taxes, oil tax and similar special levies. We have had to spend so far this year $2,084,503.12, and we have spent most of it. From now on we'll have no revenue from oil taxes, at least until the federal courts dis- solve the injunction recently granted, and there’s little.to expect from other sources. I predict that the last two or three months of this calendar year will be salaryless for our state offi- cials and employes.
