Governors of 26 states have agreed to call extra sessions to ratify the amendment speedily while ten replies have been unfavorable. Governor Burnquist has promised to call a special session if thirty-five governors will act. SPIRIT OF IMPLACABILITY. Copenhagen, June 18.—The amend- ed peace terms have aroused a spirit of growing implacability in Germany and armed intervention by the allies is regarded ag inevitable.
