May 1 (By Mail)— When the sixty day session lof the Hawaiian legislature ended at mid- night last night, bills appropriating a total Of $14,844,093 had been passed, according to A: Lewis, Jr., chairman of the house finance. committee. In the last yours of the session a resqlution was adopted authorizing the governor to appoint a commissior of four, two senators aifl two repre- sentatives, to attend the next session of congress for the purpose of assist: ing Delegate J. Kuhio Kalanianole to obtajn the enactment of legistation af, fecting Hawaii. Revision of the land. laws to promote homesteading of pub- lic lands in Hawaii will be especially sought, A movement for statehood, prominent in the early days of the | session, was more or ‘less lost sight of before adjournment. _An increase of approximately one- Business Directory third in the salaries of public schooh teachers was granted bythe. legisla- ture, bringing the minimum salary to a little more than $90 a month. Provision, was made for raising the College of Hawaii to the status of @ university. Pt As a federal farm loan act does not extend to Hawaii, the legislature pro- vided a revolving fund of $200,000 fram which loans may be made to farmers of the territory under certain conditions, An appropriation of $25,000 was provided for preliminary work in the establishment Of a fish hatchery in Hawaii, for the propagation of food fish. It is hoped to have the federal government take over this work, ‘ A bond issue of $200,000_qwas author- ized for“the establishment of a War Memorial park on Waikiki beach. Liberal propriations were made for harbor improvements: in Honolulu and for the construction of new roads ~ on ‘all the islands of the territory, Carrying the provision that at least three.other countr bordeying on tha Pacific ‘must make ‘similar appropria- tions, a fund of $10,000 was made available for the praposed Pan-Pacific Congress of tha Pan-Pacific Union, to be held in Honolulu next year. The two measures over which de- veloped the hottest fights of the ses- sion—woman suffrage and -regulation of the foreign language schools—were both defeated. Women suffrage by direct legislative grant was beaten and a bill providing for a plebiscito on the question also failed of passage. The foreign language school bill, which would have placed all schools in the territory, public ‘and private, under the supervision of the depart- ment of public instruction, with none but certificated teachers eligible for the instruction of pupils, was vigor- ously opposed by prominent Japanese residents, who contended that its en- actment would force Japanese schools to’ close. = $ 4 (Smile Awhile.)
