Waters,, who resigned the post of state examin. er to become inanagér of the Bank of North Dakota, the first of the league institutions to be established under state ownership, was raised by a unan- imous vote of the commission: from $4,000 to $5,000 per annum, to be ef- fective June 1. On motion of Attor- ney General Langer, the salary of Mr (McGovern, originally fixed at $4,000, was raised to a par with Manager Wa- ters’.. Mr. McGoyern’s bond as man- ager of the mill’ and elevator associa- tion was fixed at $100,000. vs Fraser is Satisfied. Adjutdnt General Fraser appeared beforasthe conse ae the soldiers’ compensation act, wit! hich he prpfessed sat#fAction. This statute io Ng i sesser uation from which compensation is to be paid returned soldiers at the rate of $25 per month for each month they spént in service. Such compensation» can ,be used only to build a home or to.a¢- quire an education. ' Attorney General Langer recently advised the adjutant general, in a fortnal opinion, that from 18to 20 years would be required to * yeaompense all of North Dakota’s 30,- 000 soldiers, and that if each of these soldiers took advantage of the act the annual payment could not exceed from $18 to $20, such amount to be invest- ed only in a home or an education. General Fraser reported to the com- mission that only 300 soldiers to date have written in for advice as to this compensation and that he has induced a majority of these ar: nts to hold off until they actually need the money. for a ,home or to pay for an educa- tion. He expressed the opinion that the fund would provean immense ben- efit and that it could be so adminis- tered as to make the half-mill levy, which will yield $600,000 per annum on the present assessed valuation, ad- equate, The commission requested the adju- tant general to work out details for the administration of the act along the lines he had suggested and to pre- sent them at % future meeting of the board for approval. Attorney General Langer, who ad- vised the board of his intention to im- mediately institute mandamus pro- ceedings to compel Secretary of State Hall¢ to sign the bank bonds, an- nounced that Frederic A. Pike of St. Paul, the attorney whom the commis- sion hired for the bank when it re- solved that it could no longer trust Mr. Langer, would be made a party to the action on behalf of the state. ne ver’ val hose Coo Be i feta ose, Cooperstown, vice presfient; ley And fie other in the-Western arth. “coon Cruth, aFrgo, secretamy; and PERS Sot 25 eR North Dakote: State Dental, associa- tion at the ‘closing session in Fargo yesterday. ; elected. as follgws: “Dr. L..C.
