PERSHING CRITICZES REDUCTION OF FORCES; | ASKS FOR LARGER ARMY (Connnued from page 1) was quite naturally in & confused and disorganized state. Like other Am- erican institutions we were forced to pass through the general process of being shaken down and readjusted- “We were faced with the necessity of accomplishing a considerable re- duction by October 1st, 1921. 'We had barely completed the re-adjust- ment when there appeared prospects of going even further.
