C., is the son of the Polish minister to the Uni- ted States, and a sure enough prince. He Is an earnest worker in scouting and passed all his second-class tests with ense except one; the require- ment which demands that the candl- date must “earn and deposit $1 in a public bank.” Earning money was to- tally, out of range of the little prince's experience, but he was game. He earned- his dollar by selling papers oI the street. Sebastian will soon re- turn to, Poland, where he means to go on scouting. GOOD USE FOR SUBSTITUTES Gravel and Macadam Can Be Em- ployed Until More Durable Type of Road Is Built. 1t will require several years for the United States to carry out the plans for a comprehensive system of hard- surfaced highways. TUntil such time as the main highways can be built of the durable type, gravel and macadam may ‘be used as substitutes, but what the whole country wants and demands are real honest-to-goodness good roads. PRAI/SE FOR SCOUT MOVEMENT Under its “Live Topics of the Day” heading a Hoboken (N.
