OPFICIAL COUNTY AND CITY [ —— STATE LAND POLICY : “The second meeting of the Tri-state Develop~ ment conference at Milwaukee,” editorially com- ments the Minneapolis Tribune, the first having been held in St. Paul a year ago, and the tacit agreement that the third meeting should be held @ year hence in Michigan evidences a new attitude on the part of those who have studied the problem of land reclamation in these states.” At Milwaukee, interest centered upon the ques~ tion of land clearing because all three of these states have large tracts of cut-over lands. Minne- sota still has large tracts of land denuded of timber as a result of the policy which permitted our great forests of pine to be ruthlessly cut down with noth- ing being done to perpetuate them. We are now trying to correct that by reforesting, at least to some extent, “But our state land policy,” insists the Tribune editor, “is still far from a business-like or a scien- tific treatment of this great question. So long has the idea prevailed that the lands in the ‘cut-over’ region were of little value because of the expense of clearing them that it has been difficult to get the legislature to adopt adequate means of develop- ment.” w o +'This, too, despite ample proof that as fine and rich-and productive soil as can be found anywhere is found in the “cut-over” districts, and that clear- ing may be done at a cost insignificant compared with the results obtained. Another factor in the case is the location of these lands with respect to the market for their products. Lying in the Great Lakes basin they will profit to a large ex- tent by the Great Lakes-St. Lawrence deep water- ways. i " These and other considerations emphasize the importance of the construction and application .of a new land policy on the part of the state, which will hasten the development and use of these idle lands.’ So impressed with this fact is the state lind ‘commissioner that he has withheld or with- drawn from sale large bodies of land hoping 'that conditions of sale may be created by the legisla- ture for the better protection of the interest of the state. State land may, under a provision of the consti- tution, be sold at public auction. An amendment.
