Scouting is being used as a means of restoring the physical and mental balance of the boys and young men of the devastated area in the depart- ment of the Aisne, * Lorne W. Barclay, educational direc- tor of the National Council of Boy Scouts of America, is in France on special leave of absence from duty in America in order that, as the Uni- ted States representative .of scouting. he may devote his whole time to the direction of scouting in France in con- Junction *and co-operation ~with the American Committee for Devastated France.. Last year Mrs. A. Murray Dike and Miss Anne-Morgan made an.investiga- tion as to the status and conditions of boy life and found that not only were the boys undernourished and un- del ed, but-that, as a resalt of the war strain, they were in a highly nerv- ous state, . Co-ordination - was’ lacking to such-a . degree as to make efficient development of young man power al- most impossible, - Various efforts were made to coun- teract: this' by .regular-:physical -exer- cises, calisthenics, gymnastics and games, with little result, The mind of the boy was not dis- tracted- from his surroundings, .which were all reminiscent of war, for a long enough period to obtain any lasting benefit. + In desperation, Miss Morgan ap- pealed to the Boy Scouts of America. As a result, Mr. Barclay went over last summer to cenduct an experi- mental camp,. This was so successful that plans were immediately made to open several camps in the sammer of 1921, if finances c¢ould be secured. Boy scouts throughout the country were asked to contribute $25, the cost of two weeks’ camp trip for one I'rench boy. This purchases his equip- ment and uniform, transports him to " camp, and home again. Far more im- portant, it fits him to organize scout- Ing in ‘his.own community, and gives him an even finer conception of pa- triotism and courage. Pasadena (Cal) scouts recently ded- icated their fine new clubhouse presented to them by the Rotary club of the city, with appropriate ad- dresses, music and an exhibition of scout work. The building is a fine one, 60 feet in_length, with a 12x60-foot porch. It has beamed celling, with special electrie lighting and a huge fireplace built entively of stones from the canyon.
