OFFICIAL COUNTY AND CITY PROCEEDINGS w BELTRAMI COUNTY’S REPUTATION 1t is fully realized in Beltrami county that the prosperity of | each individual farmer is so intimately interwoven with the well-being of the whole community that every business man in‘ every town in the county is standing back of this land clearing project. A farmer can borrow money at any bank in the coun- ty with which to buy dynamite, the only stipulation being that he use it on the land. In the boom logging days many towns prospered even though the settlers were having rough sledding but the day is come when money, if it be spent at the ]ocal“ stores, deposited in the banks and paid in taxes for upkeep of| roads and schools must come out of the land. | Good roads and good consolidated schools are already es- tablished, hardy, courageous and intelligent settlers are dwell-| ing on the land, but they need to be shown what can be done to place their enterprise on a paying basis and how to do it. In the 30 miles between Bemidji and Blackduck one sees many| fields of stumps already drilled, ready for powder, others where | the blast has splintered the stumns and they await the tractor, puller or maybe the capstan and horse. In other cases the land clegred is already in small grain, generally oats, or if wet, in alsike, Last year’s clearing, after its crop of small grain, is in| potatoes. Here and there above the trees one sees the shining ventilators of a barn and visualizes dairy cows, Clover fields are abundant on these farms, and the homes are taking on some 1920, this County Board granted a peti- tion for the formation of & new school district out of District No. 8, and did not apportion the funds proportionate to the assessed valuation of each district. Now Therefore Be It Resolved, by this County Board that the moneys, funds and credits of the said two districts be, and the same are hereby divided by the two school districts in proportion to the assessed valuation of the real and per- sonal property of the said districts as assessed and equalized for the year, 1920, which is as follows: School Dis dict No. 8, $32,481. School District N 33, $35,525, nd that the sald school District No. 8 have and receive 47 per cent of such moneys, funds and cred- itd and that school district No. 33 have and receive 53 per cent thereof. Suid resolution was seconded by Com- missioner Hayes and being put to vote was unanimously carrled, and so declar- ed by the Chairman presiding. The report of Wm. Everts respecting Judicial Ditch No. 22 w received, rel- ative to Ditch Road Work, one mile south of Roosevelt and running 5 miles south and between Roseau and Beltrami County, engineer reports that investi- gation will be made and the matter tak- en up at a later meeting of the Board. The quarterly report of Superintend- ent of Schools was examined and on mo- tion, duly seconded, and carried, and was ordered filed. Moved, scconded and carried to take recess until 2o'clock p. m. Board reconvened at 2 o'clock p, m, | with all members present. The petition of the School Board on Consolidated District No. 8, Kelliher, came up for hearing. hose interested in the matter have asked the County Board to defer action on said petition Therefore, it was moved, seconded and carried that the petition be laid on the table until 12 imeetngs of the Board. It was moved by Commissioner Len- non, seconded by Commissioner Hayes and unanimously carried that a com- mittee ot four, consisting of A. D. John- son, County Auditor, Edward Paulson, Chairman of this County Board, Willlam Fverts, County Ditch Inspector, and Graham M. (Torrance, County Attorney, be appointed for the purpose of attend- ing the hearing at Warren, Minnesota, on June 14th, 1921, in the matter of the establishment of Consolidated Ditch No. 1, and that said committee be and they are_hereby instructed to oppose the es- tablishment of such ditch project upon the grounds among others, that on ac- count of the present bonded indebtedness of Beltrami_County, and especially its present bonded indebtedness on account of ditch construction, it will be impos- sible for Beltrami County to finance its portion of the cost of, construction of sucH ditch project, and that on account of its present bonded ‘ndebtedness of over three million dollars it is now im- possible for Beltrami county to sell any additional bonds for any purpose. It was moved by Ellis, sec Tmsdahl that Commissioners Paulson and Hayes be appointed a committee of this Board to view Judicial Road bet- tween Marshall and Beltrami counties, commencing at the southwest quarter corner Section 31, Town of Northwood to. the Nothwest corner Section 8, Town of Big Grass. A committee from the north end of Beltramé County, consisting of Messrs. Henderson and Mixer, came before the County Board requesting road improve- ments between Baudette and Carp. The County Board realized the necessity, but are unable at this time to make any im- rovements, due to the lack of funds with which to carry out this work. It was moved, seconded and carried to_take recess until 2 o'clock p. m. Bourd reconvened at 2 o'clock p. m. with all members present. Commissioner Lennon offered the fol- lowing resolution: Resolved, That a meeting of this Board to be held on July 12th, at 10 oclock a. m. at the Court House to open and consider bids for the sale of $250,- 000 bonds, heretoforc authorized, and that the County Auditor is hereby di- rected to cause advertisement of that fact to be inserted once each week for two weeks before said date, the first notice to be at least fourteen duys be- fore said date, in the Bemidji Pioncer, the official newspaper of the County, all in accordance with Section 1856. Gener- al Statytes of Minnesota for 1913, Pro- vided, however, that the Auditor may, publish other advertisements of saifl| meeting to open and consider bids if hej deems advisable. On being put to vote, same was duly carrled. The resignation of G. W. Campbell as Commissioner of the Lake Julia Sani- torfum Commission was accepted on mo- tion of Lennon and seconded by Ellis, and duly carried, Moved by Lennon, seconded by Hayes that bids be advertised for the con- struction of a bridge over»Mud River, in the Village of Redby, and that such letting be had at 2:3¢-o'clock p. m., July 12th., Motion carried. 4 Moved, seconded and carried to ad- journ until 9 o'clock a, m., Thursday,| July 9th. A, Kennedy The committee’s report on the final estimate of the Bemidji Construction Co. for the construction of a bridge over Judicial Ditch No. 31, beifig favor- able, it was moved by Ellis, seconded by Imsdahl that payment of the balance on the contract be made, amounting to '$520.25. Motion carried. Moved, seconded and carried to take recess until 2 o'clock p. m. Board reconvened at 2 o'clock p. m. with all members present. The report of the County School Nurse was presented, covering the period of the past school year. Report appearing to be very satisfactory, it was ‘moved, seconded and carried to place the report on file. Motion carried. A number of bids were received for road construction in Beltrami County, but as no funds were available to carry out the program of road conmstruction, it was decided by the Board to return ‘the bids to the various contractors un- opened. Conslderable discussion was had con- cerning the drainage of Ditch No. 13 and 27 in Rapid River Township. It was decided that the engineer be authorized to investigate very thoroughly what can be done to relieve the situation as| men- tioned in communications by the Clerk of that Township and others. The petition for the changing of part of County Rond No. 81 was presented ti the Board, asking that sald road be changed to run as follows: Beginning at the northeast corner, scction 28. Town of Cormant, running northeast 60C feet along the creek bank to a point 280 feet north.of original survey, running thence south and west to the 16th stake at the northeast corner of the northeast quar- ter of the northeast quarter of section 28, Town of Cormant.
