KELLER INTRODUCES FOUR REVENUE BILLS Congressman Oscar E. Keller of the Fourth district of Minnesota has introduced into the house four reve- nue bills. J The first bill repeals all existing transportation and sales taxes except those on tobacco, distilled spirits, oleomargarine, habit forming drugs and products of child labor. The bill also repeals the excess profit tax and the 10 per cent tax on the incomes of corporations. The second bill amends the income 1t:ux law so as to distinguish between ‘earned”, gnd “unearned” income. The tax ‘on “‘Unearned” income. to- gether with”the’ super-taxes is re- tained, but the tak on' ‘“earned” comes is cut in two. “Earped”. ip- come is defined as income’ derivéd | from rents of land or other roperty, interest on mortgages, notes or bonds, dividends on shares of stock whéther in the form of money or stock divi- dends, and from any source other than the labor, skill or busizess or industry personnlly conducted of the person receiving’ 'th z The third bill he' inherit- ance tax. The fourth bill provides for a tax of 1 per cent on land values in ex- cess of $10,000, after exempting buildings, and improvements, and in the case of farms, cost of clearing, draining and maintenance of fertil- ity. This bill aims to tax monopoly holders of natural resources, 'val- uable ‘“sites” in cities and the holding of land out of use. The exemptions are so applied to farms as to exempt from taxation, aecording to Mr. Kel- ler's estimate, approximately 98 per cent of all actual farmers.
