This is because the Chinese still believe that an insane person is “but possessed of the devil” and not subject to medical cure. s This is the disclosure brought to this country by Dr. Charles C. Sel- den of Erie, Pa;, who has returned from the Orient after 22" years' serv- jce there. He was superintendent of the John G. Kerr Hospital for In- sane at Canton, where some 600 per- sons are continually being treated for insanity. ; . Doctor Selden will duect a cam- paign in this country with a view of returning to the Orient and estab- Yishing another . hospital. Doctor Kerr, who founded the present insti- tntion, died in 1898 and turned over his work before that time to Doctor Selden. “There are but few cases of in- sanity caused by aleohol,” said Doc- ‘tor Selden. “Many women become insane through jealousy and cruel treatment in their home life. “Fnsane people, not violent, are al- lowed at large through. Chiha. If violent, the families hold them pris- oners, sometimes chaining them. One woman vwas chained to a post for 12 years.” AFRICA HAS MODEL VILLAGE Founded by Cecil Rhodes in 1889, Near Kimberley, and Is Called Kenilworth, A model village, giving better housing conditions to some of the white employees: of the DeBeers trust, is in sharp contrast to the na- tives’ “Tin Can town,” on the oppo- site edge of Kimberley. . The village, called Kenilworth, bas 125 houses, with low rents, wa- ter supply and electric lights. " Houses are low brick bungalows, housing two families separately. They are well kept, with white, spa- cious porches, trellised with flowers and vines, each with a prim, white “fence inclosing a garden. There are “wide sidewalks and stxeets, each side haping double rows of evergreen trees. In addition there are rows of grapevines on Siege-ave- nue, which. is 2 mile long. The model village was founded by _Cecil Rhodes in 1889. It has elec- trie tram service to Kimberley and the mines, a school, chpreh, recrea~ tion club, -tennis and athletic grounds, a rifle club, nurseries, a " public orchard and vegetable garden. FLOATING WAREHOUSES. The war brought into existence in Japan about 250,000 tons of wooden ships of over 500 tons each, but they were hastily built and not sufficient- Iy seaworthy. An interesting pro- ject now arises to launch a $10,000,- 000 company to operate floating warehouses in Japan, and the own- ers of these ships, who cannot sell them or find business for them, are forming the new company, there be, ing a great shortage of warehouse space on land. houses would secve in the harbors of Yokehama, Kobe and Osaka.
