St. Paul, Oct. 9.—The Great North- ern railroad today laid plans for re- turn to private control. Stockholders and directors were here for their an- nual meeting and elections. Although there is no immed- iate prospect of the railroads being turned back from federal control it is believed they will be back under pri- vate control some time this winter or early in the coming year.
