New York.—A few days ago publicity ‘was given to the statement of a United States navy officer here that he wat “pestered to death by cranks with all morts of crazy inventions thpy wished to hand over to the government.” The officer in question is one of the most able, the most valuable, in the service. There is no doubt either, as be says, that he has suffered great an- moyance. At the same time the state- ment he made could not have been more unfortunate, says Maximilian Foster of the Vigilantes. Any ungg tlon that will in any way aid to terminate the war will be received with gratitude, In submitting the invention or orig- inal device to the naval consulting board, 13 Park row, the following should be borne in mind: Plans for such devices should be sub- mitted by mail, and only by mail. In no case should they be submitted in person. The board is far too busy to give time for personal interviews. In describing your invention sim. plicity is a great and necessary requi- site. Only one invention should be described in each communication. If the inventor has, say, a ha!f dozen In- ventions, let him set forth each in a separate communleation. State also whether the invention is patented. and if so attach a copy of the patent. If patent is pending the typewritten specification and a print of the drawing should be attached. If the inveator has no mechanical knowledge it would be well for bim to get some one, a trained engineer pref- erably, to typewrite a complete de- scription of the device and make draw- ings of it, where such drawings are possible.
