Ive THURSDAY. JULY 19, 1017, OPFICIAL PROCEEDINGS OF THE BOARD OF COUNTY COMMISSION- ERS OF BELTRAMI COUNTY, MIN- NESOTA, SEMI-ANNUAL MEETING, JULY 8th, .1917. The Board of County Commissigners met in regular semi-annual session on Monday, the 9th day of July, 1917, with'all members present. The minutes of the previous meet- ing were read, and on motion duly sec- onded and carried were approyed. 1t was moved, seconded and carried that the Auditor be instructed to adver- tise for bids for the clearing, grubbing and construction of certain parts of the Jefferson Highway in the towns - of Eckles .and Lammers, according to plans and specifications to be furnished by the Highway Engineer, such bids g: illle opened on August 14th, at 2:00 It was moved by Hayes, seconded by Imsdahl, that $350.00 be appropriated from the Revenue Fund to the credit of the Incidental Fund. Carried. It was moved by Lennon, seconded by Ellis, that Mr. A. G. Wedge be re- appointed as member of the County Sanatorium Commission to succeed him- self, his term having expired on July 1st, 1917. Carried. . It was moved, seconded and carried that the Board as a committee of the whole, should inspect and report as to the completion of all ditches and Rural Highways, before final estimates be ap- proved. Moved, seconded and carried to take recess to 1:30 P. M. = Board reconvened at 1:30 P. M. with all members present. The final estimate of the Engineer on the contract of G. W. Clifford for the construction of Bridges on Ditch No. 21 was presented. It was moved, seconded and carried that hearing on the estimate of G. W. guflurd be set for August 14th at 4 ., M. Committee of Commissioners Rako and Hayes to meet July 19th at 2:00. P. M. at the bridge across the Moose River at County line to_ inspect the work, and to report at the next meeting. Johnson as sureties, was offered, and on motion of Lennon, seconded by Imsdahl, and duly carried, was approved. . It was moved, seconded and carried to recommend the following applica- tions for abatement and refundment of taxes to the State Tax Commission: County Auditor, - (8). Theo. Stom- berg and Aug. Stomberg. Recess taken to 1:30 P. M. Board reconvened at 1:30 P. M. with all members present. The petition of O. K. Lokken et al, praying for the dissolution of School District No. 118 in the Village of Redby came up for hearing. The petition having the approval of the Supt. of Schools, and the County Board of Education, and there bein no objection or protest, it was move by Lennon, seconded by Ellis, that the petition be granted. and District No. 118 be dissolved, and the indebtedness of the District be paid by a levy on the property of the District. Carried. It was moved by Lennon, seconded by Hayes, that hearing on the petition of E. J. Gilbert for County Road to be set for August 14th at 4:46 P. M., and that Commissioners Rako and Ellis be appointed a committee to view the pro- posed road, to meet at the beginning of said road on Monday, August 13th, at 9:00 A. M. Carried. The petition of Ole F. Hegland et al, praying for the establishment of a new School District out of District No. 8| & was presented. It was moved, seconded and carried that hearing on the petition of Ole F. Hegland et al be set for August 15th, at 10:00 A. M. The following Tesolution was offered by Commissioner Lennon, who moved its adoption: RESOLVED that the Highway Engi- neer be instructed to notify the con- tractor on the job of repairing the State Road No. 6 hrough the Village of Far- ley, that unless the work contracted for by the Township of Port Hope, and in aid of which $300 was appropric ated by the County Board on April 26 last is completed by within 10 months from this date, the County Board will proceed to take charge of the work and expend the funds provided by the -County, for the completion of the ‘work. The motion was_seconded by Com- missioner Ellis, and on being put to a vote was duly carried. The Engineer’s final estimates on the contracts of S. V. Topping on contract Judicial Ditch No. 13, and Kohler Con- tracting Co. on contract Judicial Ditch No. 28 were offered for approval. It was moved by Ellis, seconded by Hayes, that hearing be set for August 15th at 11:00 A. M. and Commissioners Imsdahl and Lennon be appointed a committee to inspect the work on said ditches, to meet at 9:00 A. M. August 6th at Munroe's residence on Ditch No. 13, and at 9:00 A. M. August Tth at Donovan's place on Sec. 34 Northeast corner to inspect the work on Judfeial Ditch No. 28. Carried. The petition of Melvin Becker, Louis Klinger, Wm. Thies and Charles Lind gren praying to be set off from School District No. 26 to District No. 92 was presented. IN THE MATTER OF JEFFERSON ~ HIGHWAY BONDS Commissioner Hayes offered the fol- lowing resolution with preambles, and moved their adoption: - WHEREAS, in pursuance of_ and in full complfance with the provisions of ‘hapter 443 of the General laws of the State of Minnesota for the year 1917, .whereby it is provided that the Boards of County Commissioners of any two adjoining counties may issue and seil the bonds of each said county whenever they shall deem it necessary for the public benefit and for the mutual bene- fits of said counties to raise money for the purpose of constructing, improving, or aiding in the construction or improve- ment of any road or roads therein, and WHEREAS, the Counties of Clearwa- ter and Beltrami are adjoining counties in this state, and the road hereinafter mentioned is located partially in each of_said counties, and WHEREAS, there has been_ establish- ed, and partially constructed and im- proved, a highway leading from the City of Bemidji, in the County of Bel- trami to the western boundary of said Clearwater County, which has _been known and designated as the Jefferson Highway, and WHEREAS, has not vet been fully constructed nor properly improved between said City of Bemidji and said western boundary of Clearwater County, and WHEREAS, at a joint meeting of the Boards of County Commissioners of sald Beltrami and Clearwater Counties, held on the 29th day of May, 1917, it was resolved and determined that it is neces- sary for the public benefit and the mu- tual benefit of said -counties to raise money for the purpose of aiding in the construction and improvement of said Jefferson Highway between the City of Bemidji, and the western boundary of Clearwater County, and WHEREAS. at a special meeting of the Board of County Commissioners of Beltrami County, held on the 29th day of May, 1917, it was resolved that the said County of Beltrami should issue its negotiable bonds in the sum of $15,- 000 for the purpose of raising the money to aid in the comstruction and improve- ment of said Jefferson Highway be- tween said City of Bemidjl and the said Jefferson Highway 10,000.00 26,500.00 | western.
