WOMEN MAIL CARRIERS. ‘Women are attempting to gain an- other point. A bill has been intro- duced in congress which will permit women being appointed rural mail carriers. Should the bill become & law it will mean that women will be eligible to this office by passing the same competitive examinations as men do. NATIONAL PROHIBITION. A _committee of the House of Rep- resentatives has recommended favor- able action on an amendment to the Constitution barring liquor from the United States. If the amendment should pass Congress, the next ques- tion is whether it would carry in the legislatures of three-fourths of the states necessary for ratification. About one-half of the states are now dry. Ratification of the amendment would require a favorable vote in wet states comprising one-fourth of the Union. National prohibition is the big issue before Congress. A TWO-PARTY NATION. The statuatory standing of the Progressive party disappeared on election day, it having failed to poll a sufficient number of votes to main- tain itself under the law. In addi- tion, the Populist party made its farewell bow. In Nebraska, where the Populists have retained their party standing, they failed to fulfill the legal re- quirements and are now out of the running. It will surprise many to know that the Populist party re- tained ity position anywhere; yet Nebraska would be the state, we suppose, where it would show the largest vitality, because in Mr. Bryan the Nebraska Populists have always seen a ‘‘white hope.” He, too, now seems to be down and out as far as Nebraska is concerned. The Populist party was once a powerful body of men—and women. It had its representatives in both branches of Congress and it secured electoral votes for its national nominee in two presidential elections. But now it goes the way of all third parties— for this is a two-party eountry. SEAL SALE. Red Cross Christmas seal cam- paigns are given a prominent place for their educational effect. Even if no funds were raised, the educational effect alone would be well worth the expense and trouble of a campaign. The state superintendent of edu- cation, C. G. Schulz, characterizes the Christmas seal as the best device for spreading knowledge concerning the cause and prevention of -tuber- culosis; he thinks its greatest effect is upon the receptive mind of the school child, although it does have considerable educational value for adults. ““The cause, the method of trans- mission and the proper treatment of tuberculosis are matters which are becoming better and better known, largely through the educational work of organizations like the Minnesota Public Health association; their an- nual Red Cross seal campaign cannot help but assist local and state health authoritiesi in the performance of their work,” is the statement made by Dr. A. J. Chelsey, the director of the division of communicable dis- eases, state board of health. Dr. Auten Pine, chairman of the Federation of Fraternal Women com- mittee on public health, regards the Christmas seal as the most important element in the fight against tuber- culosis; she says that the seals raise funds; they educate people, and the holiday season at which the cam- paign comes emphasizes the fact that tuberculosis is preventable and curable. Mrs. J. W. Andrews of Mankato, chairman of the public health com- mittee of the Minnesota Federation of Women’s Clubs, is not only man- aging the campaign for her home town, but has urged all local clubs to manage local campaigns, or at least to take an active part in the same; she is particularly enthusiastic E.
