The petition of Chris Jensen, et al, praying for the construction of county road No. 91, beginning at the Tri- County Sanatorium, running in a south- easterly direction, following the shore of Lake Julia, to a point on town line between Durand and Turtle Lake town- ships, thence running east to Gull lake, was presented. It was moved, seconded and carried to lay the petition on the table. The public examiner’s report on the condition of school district No. 99 was presented, and on motion duly seconded and carried was accepted and ordered placed on file. i The public examiner’s report of the| condition of the Village of Baudette was presented, and on motion duly sec- onded and carried, was accepted, and referred to the county attorney. The following report of the district engineer was presented: Bemidji, Minn., May 19th, 1916. Hon. County Board: . Gentlemen: Having been instructed to investigate the advisability of lower- ing Whitefish lake in section 26, Town of Roosevelt, I wish to report that I find it would be necessary to construct a ditch from Whitefish lake to Perch lake, a distance of 1,350 feet. To lower the lake four feet at an approximate cost of $1,300, this would require at least 300 feet of 24-inch tile, as there would be a cut of from ten to twenty feet. I would consider the cost pro- benefited. To lower this lake would be of no benefit to the county so far as roads are concerned, as it would not change the length of the bridge re- quired on the town line, across the inlet of the lake. Running down the creek o: outlet of the lake, we find one foot fall in 1,500 feet. To clean and straizhten the creek would benefit meadow lands, as it would increase the velocity of the water, and take the flood waters off in a much shorter time. Respectfully sub- mited, Roy K. In the matter of diteh bonds con- tracted to John Nuveen & Co., it was found necessary to adopt resolutions as to amounts, maturities, interest dates, etc., and in that connection the following resolutions were adopted. IN THE MATTER OF JUDICIAL DITCH NO. 31. Commissioner Lennon offered the following preamble and resolutions, and moved their adoption: Whereas, in pursuance of and in full compliance with the provisions of Chapter 230, General Laws of Minne- sota, 1905, and the several acts amen- datory thereof and supplemental there- to, such steps having been duly and legally taken, that a public drainage ditch with certain branches and later- als has been duly located and estab- lished in the County of Beltrami in the State of _Minnesota, known as judicial ditch No. 31, and such pro- ceedings have been duly and legally taken in the district court of the Fifteenth Judicial district of the State of Minnesota, duly locating and estab- lishing said ditch, and it has been definitely ascertained and determined-in accordance with the provisions of law applicable thereto that the expense in- curred and to be incurred in locating, establishing and constructing said ditch, will be at least the sum of sixty- four thousand six hundred sixty-five dollars and ninety-three cents ($64, 665.93), and ‘Whereas, there is not sufficient money in the treasury of said Beltrami county to defray the expense incurréd and to be incurred in so locating, estab- }iigthihng and constructing said judicial itch; Now therefore, be it resolved, by this county board that it is necessary for such purpose to raise at-this time the’ sum of sixty-four thousand dollars ($64,000.00) ; Resolved further, that the negotiable coupon bonds of said county of Bel- trami be issued for said purpose in the aggregate amount of sixty-four thou- sand dollars ($64,000.00); That said bonds be sixty-four in number,: numbered from oae (1) to sixty-four (64), both -numbers in- clusive, be of the dénomination of one thousand dollars ($1.000) eaeh: be dated the first day of June, 1976. bear inter- est at the rate .of six (6) per cent per annum, payable semi-annually, on the first day of June and December in each vear. and be due and payable as to principal and interest at the Corn Ex- change National Bank of- :Ghicago, Illinois. It is hereby certified and recited that the issuance of this bond has been duly authorized by a resolution of the county board of said county, duly passed and recorded, and that the total indebted- ness of said county, including this bond, does not exceed any constitutional or statutory limit. It is further certified and recited that all acts and conditions and things re- quired by the Laws and Constitution of the State of Minnesota, to be done precedent to and in the issuance of this bond have been properly done, hap- pened and been performed, in regular and due form and time as required by law, and that the ditch, on account of which this bond has been issued, is a public drainage ditch duly and legally established for public utility and to pro- mote the public health. The full faith, credit and_resources of the County of Beltrami, Minnesota, are hereby irre- vocably pledged for the prompt pay- ment of the principal and interest of this bond at maturity. Commissioner Hayes offered the fol- lowing {lreamble and resolutions, and moved their adoption: Whereas, in pursuance of and in full compliance with the provisions of Chap- ter 230, General Laws of Minnesota, 1905, and the several acts amendatory thereof and supplimental thereto, such steps have been duly and legally taken, that a public drainage ditch with cer- tain branches and laterals has been duly located and established in the County of Beltrami in_the State of Minnesota, known as judicial ditch No. 34, and such proceedings have been duly and legally taken in the district court of the Fif- teenth Judicial district of the State of Minnesota, duly locating and establish- ing said ditch, and it has been definitely ascertained and determined in accord- ance with the provisions of law applic- able thereto that the expense incurred and to be incurred in locating, estab- lishing and constructing said ditch, will be at least the sum of eighty-one thousand four hundred eighty-one dol- lars and thirty-five cents ($81,481.35; ‘Whereas, there is not sufficient money in the treasury of said Beltrami county to defray the expense incurred and to be incurred in so locating, establishing and constructing said judicial ditch; Now therefore, be it resolved, by this county board that it is necessary for such purpose to raise at this time the sum of eighty-one thousand dollars ($81,000.00); Resolved further, that the negotiable coupon_bonds of said County of Bel- trami be issued for said purpose in the aggregate amount of eighty-one thousand dollars ($81,000.00); That said bonds be eighty-one (81) in number, numbered from sixty-five (65) to one hundred forty-five (145), both numbers inclusive, be of the denomina- tion of one thousand dollars ($1.000) each, be dated the first day of June, 1916, bear interest at the rate of six (6) per cent per annum, payable semi- annually, on the first day of June and December in each vear. and he due and ?ayable as to principal and interest at the Corn _Exchange National Bank, Chicago, Tllinois.
