OFFICIAL PROCEEDINGS. OF THE BOARD OF COUNTY COMMIS- SIONERS, JAN. 4, 1918, The board of county commissioners met in regular annual session .at g;cll‘?ck a.m., Tuesday, January 4th. Present—Rako, Clementson, Hayes, Lennon and Thompson.. - Board called to order by County Auditor George. t was moved by Lennon, seconded by Hayes, that A. E. Rako.he alected chairman for the gear 1916. Carried. It was moved by Lennon, second! by Hayes, that J. C. Thompson be elected vice-chairman for the year 1916. Carried. The minutes of the previous meetin, were read, and on motion duly seconde and carried, were approved. The case of Violet North as a county charge at the State Sanatorium came up for discussion, and it was moved, seconded and carried, that Commission- er Lennon be appointed a committee of one to inyestigate the matter, as to whether the said Violet North' was a property owner, and to report at the next meeting. It was moved by Hayes, seconded by Thompson, that the sum of $350 be ap- propriated from the revenue fund to the incidental fund. Carried. It was moved by Lennon, seconded by Hayes, that the balance of $147.91 now in the county attorney’s contingent fund, be transferred to the revenue fund. Carried. It was moved by Lennon, seconded by Hayes, that the sum of be_ap- propriated from the revenue fund to the credit of the county attorney’s con- tingent fund for use during the ensuing year. Carried. It was moved. by Thompson, seconded by Clementson, that $3,000 be trans- ferred from the road and bridge fund to the poor fund on account of loan from said fund' made January 2, 1912, together with interest at 6 per cent per alnulum, and amounting to $720. Car- ried. It was moved by Lennon, seconded by Thompson, that $250 be appropriated from the Tevenue fund for the credit of the Northern Minnesota Development association, Roll call—Rako, Aye; Clementson, Aye; Hayes, No; Lennon, Aye; Thomp- son,’ Aye. ~Four Ayes, one No. Motion deciared lost. The following bids for the county printing were opened and read: The Bemidji Pioneer Publishing Co., for the delinquent tax list, fifteen cents per description. The Bemidji Sentinel, for financial statement, commissioners’ proceedings and all other legal notices required, 75 cents per folio for the first insertion, and 35 cents per folio for each sub- sequent insertion. It was moved by Hayes, that all bids for the county printing be rejected. There being. no second, the motion was declared lost. It was moved by Lennon, seconded b: Thompson that the bid of the Bemidji Pioneer Publishing Co. of fifteen cents. per description for the publication of the delinquent tax list be accepted. Roll call—Rako, Aye; Clementson, Aye; Hayes, No; Lennon, Aye; Thomp- son, Aye. Motion declared carried. Moved by Clementson, seconded by Lennon, that the bid of the Bemidil Sentinel of 75 cents per folio for the first ingertion, and 35 cents per folio for each subsequent insertion of the financial statement, commissioners’ pro- ceedings, and all other legal notices, be_accepted. Roll _call—Rako, Aye; Clementson, Aye; Hayes, No; Lennon, Aye; Thomp- son, Aye. Four Ayes, one No. Motion declared carried. Moved by Thompson, seconded by Lennon, that the bond of the Bemidji Pioneer Publishing Co. in the matter of publishing the delinquent tax list, be fixed at $2,000. Carried. Moved by Thompson, seconded. by Clementson, that the bond of the Be- midjl_Sentinel be fixed at $1,500 in the matter of publication of the finan- cial statement, commissioners’ proceed- ings and all other legal notices re- quired. Carried. The following resolution was offered by Commissioner Hayes, and seconded by Commissioner Thompso Resolved, that the Bemidji Weekly Pioneer, be, and the same is hereby designated by the county board of the County of Beltrami, as the newspaper in which the notice and list of the real estate remaining delinquent on the first Monday of January, 1916, shall be pub- lished.” Motion declared carried. Moved by Thompson, seconded by Clementson, that the Bemidji Sentinel be designated as the official paper for the publication of the financial state- ment, commissioners’ proceedings, and all other legal notices required, with the understanding that all legal news- papers in the county shall be supplied by the Sentinel with supplements con- taining all such publications. Carried. Moved by Thompson, seconded by Hayes, that the following persons be appointed as old soldiers byrial com- mitte Chas. Hayden, Blackduck. J. M. Phillippi, Bemidji. O. A. Soland, Wilton. F. M. Sweigart, Baudette. Lennon, that Henry Pfund of Kelliher, be appointed supervisor of assessments for 1916, with compensation fixed at $5 per day while in actual service. Carried. Moved by Lennon, seconded by Thompson, that Nils 'A. Otterstad of Turtle River be apopinted state land appraiser for the year 1916." Carried. Moved by Thompson, seconded by Hayes, that J. H. Wynne be re-appoint- ed ‘as janitor of the court house for the year 1916, with compensation fixed at 375 per month, Carried. Moved by Lennon, seconded by Clem- entson, that A. E. Rako, J. C. Thomp- son and Auditor J. L. George be ap- pointed purchasing committee for the ensuing year. Carried. Moved by Thompson, seconded by Hayes, that Commissioners Lennon and Thompson, with Dr. E. W. Johnson as medical member, be appointed members of the county board of health, with compensation for the medical member of $20 per day with necessary expenses while in actual service. Carried. Moved, seconded and carried to take recess to 1:30 p.m. Board reconvened at 1:30 p.m. as per adjournment. All members present. Moved by Lennon, seconded by Thompson, that J. C. McGhee be re- appointed as assistant school superin- tendent, with compensation fixed at $75 per month. Carried. Moved by Hayes, seconded by Clem- entson, that the following be appointed by as assessors of unorganized assess- ment districts: 3 First Assessment District—Clifford Matheny, Blackduck. Third Assessment District—P. Sarff, ‘Washkish. Fourth Assessment District—Frank Crabtree, Baudette. Fifth Assessment District—Andy Sol- berg, Malcolm. Sixth Assessment District—B. A. Arneson, Arneson. With_‘compensation fixed at $3 per. day. Carried. Commissioner Lennon offered the. fol- lowi resolution and moved its ado hereas the state highway commis- sion of this state has adopted, as a route in this state, for the International Highway, which commences at New Orleans and terminates at Winnipeg,.a point commencing at the southern boundary of this state and terminat- ing at Bemidji, and has left the deter- mination of the balance of said route: in this state for the future action of || id highway commission; 520w Sherefore, be it resolyed by this board, that said state highway com- mission be urged and requested to des- ignate, as the route of such Interna- tional Highway, from - Bemidji, the following: From gBemidJl north along the west and north shore of Lake Bemidji fol- lowing the route of state rural highway No. 9-B, which has recently been con- structed and graveled at a cost of $21,849, in a northeasterly: course, and continuing_ in a northeasterly course along the line of the Minnesota & In- ternational Railway passing.numerous lakes, including Blackduck Lake, over the route of state rural highway No. 12 to the Village of Blackduck: thence north and east through_the Village of Kelliher, and the Red Lake Basin, to the county line between the Counties of Beltrami and Koochiching; thence north along said county line, following the route of the aforesaid state rural highway No. 12 (which has recently been constructed, including graveling, at a cost of $129,328.54) to Big Tamarac River; thence continuing north along said county line, following the route of a road now under construction as a judicial ditch, to Rainy River, thence west along Rainy River, through the Villages D% Baudette and Spooner, fol- Jowing the route of state rural high- way No. 32, now under construction at a cost n!l 5121£275, to the west line of Beltrami county.
