YORK ‘AND CHICAGO “RANCHES IN ALL THE PRINCIPAL CITIES Our Slogan: “Bemidji 25,000 Population in 1925” Not less than 40 Minnesota coun- ties will vote “dry” under the county option law before July 1, according to Superintendent George B. Saf- ford of the Minnesota Anti-saloon league. “We are being kept busy sending out petition blanks and an- swering correspondence regarding the law,” said Mr. Safford today, “and the enthusiasm is remarkable. The first elections will be held in Kanabec and Lyon counties, on -April 26. The Chisago county election is set for May 3, and several will be held in May, but the great majority of them will be held either late in May or during June, after the crops are in and before hay harvest, which will' be a faveorable season for the farmers to get to the polls. For that reason the petitions in many coun- ties ‘are-being held back, and will not be filed until some “time in April.” Home Rule for Roads. The abolition of the state high- way commission, and the establish- ment of local control for road im- provements is urged in a plan which has been drawn by the Minnesota Home Rule . association, an organiza- | tion which favors the Dunn law, al- though recommending that certain amendments be made. The associa- tion is opposed to the present road system. . Governor Hammond has been asked to assist, and a letter ex- plaining the plan has been -received by him. Under the 1-mill tax system the building of roads is under the super- vision _of the state highway -commis- sion. The association would amend the law so that the county commis- sioners in each county have super- vision of the road expenditure. It would -abolish' the present highway commiisgion’ and “have a -commission consisting of state officials with lim- ited ‘powers. In its letter the association de- clares that the three big counties »f the 'state are permitted under the Dunn law to handle their own road funds ‘and expend the fund as they see fit. It is asserted that there is no reason-why the smaller counties should not have the same privilege. The letter says the opponents of the law “do not oppose the employment of an engineer but they do object to having-one sent to them. They do not ‘oppose-‘good Toads; but they rebel against the abritrary control of their location and their:construction by a stater-highway- commission: and:they deeply resent:taking:all:eontrol gver: roads from:the local ;people and: im- posing supreme: authority in: a com- missiom far removed from ithem.” The :association: discusses the fact that: the :three: large. counties: pay more:in than/they getout:of the road fund -under the present systemand the fagt-thatsomerof the rural coun- ties get:-more-‘than: they: pay. The bill ought to become law, but.it ought to apply to the whole state and not be limited to the city of Minnea- polis, as the bill contemplates. Every accused citizen is entitled to a fair trial and the state is supposed to see to it that he gets it. This, however, is only a theory; in practice, the pail officials, to land the accused be- hind the bars, while the defendant, too poor to employ competent coun- sel, is doomed to sit by in silence and take his medicine.—St. Peter Free Press.
