Mexico’s Latest Chapter. The Mexican situation is now al- most as bad as it could possibly be. There is no paramount authority, no dominant figure among the swarm of revolutionary leaders. The American people have hoped = that the Mexican people would work out their own salvation. We are re- luctantly forced to the conclusion that they are incapable of it at this time. They might, under wise lead- ership, in spite of the low citizen- ship standards of the masses, but no ‘Washington has appeared. Unless a miracle occurs, ‘thereé is but ‘one conceivable end—interven- tion by the United States for the pur- pose of restoring order. -Tolerant waiting, however, has dbrought this advantage. If we do intervene, there will probably be no bloody struggle .such as intervention would have meant last year or the year before. . Mexico is no longer truculent and. suspicious of the “‘gringo.” She is chastened and sub- dued by failure and misfortune. Mexico is almost ripe for Yankee in- tervention—at. her own..request..
